Purpose

The SSHRA V / Head of Compliance for NAGPRA will be responsible for overseeing policy implementation and compliance in accordance with the revised federal NAGPRA (North American Graves Protection and Repatriation Act) regulations, at the Texas Archeological Research Laboratory (TARL). Reporting to the TARL Director, they will coordinate with the heads of TARL departments on the compliance process, while managing various tasks related to the operations of the NAGPRA Compliance project. Responsibilities include implementing a system for the comprehensive reassessments of human remains and NAGPRA eligible objects, overseeing NAGPRA reporting and consultations (to include all appropriate documentation and paperwork), updating the repository database, and working collaboratively across departments to create and implement new management and repatriation protocols. This position is funded through 8/31/28, with options for renewal based on available funding.

Responsibilities

  • Under the direction of the TARL Director, creates and implements a comprehensive reassessment plan of affiliation of human remains and NAGPRA eligible objects. Documents all decisions made and processes for affiliation.
  • Oversees all NAGPRA reporting and compliance, to include: tracking and data entry for all NAGPRA communications and actions, inventory of NAGPRA eligible items housed at TARL, and paperwork and documentation in accordance with federal law.
  • Acts as TARL liaison to tribal representatives and descendant communities. Maintains an up-to-date directory of tribal representatives and agencies. Coordinates and hosts consultations as needed for the ongoing review and repatriation of human remains and cultural items housed at TARL.
  • In coordination with TARL heads of departments, helps manage the NAGPRA compliance team (osteologists, collections and records assistants, etc.). Monitors progress and oversees that project work is carried out according to plan timelines.
  • Assists in creating and implementing NAGPRA collections management and repatriation protocols, conducting research necessary for the creation of such protocols.
  • Other job duties as needed.

Required Qualifications

Possession of a bachelor's degree in Anthropology or related field, with a specialization in Archeology, or Archeological Studies, accompanied by eight years of demonstrated experience in NAGPRA related work. Alternatively, a master's degree in Anthropology or related field, with a focus on indigenous studies with six years of demonstrated experience in NAGPRA related work.
