About the role

Performs highly complex treasury work and manages TWU's banking-related operations. Work involves cash management and debt service functions. Duties encompass reviewing and validating activity related to debt and short-term investments to ensure accuracy and compliance with the Texas Public Fund Investment Act. Trains and assists others in Treasury related policies and procedures. Work is substantially complex and varied. Independent thought and judgement are required as well as personal initiative in completing required and assigned tasks. Work is performed under the general supervision of the Assistant Vice President, Controller, in accordance with established policies and procedures and is subject to review through periodic checks or other internal controls. Performance evaluation is based upon completion of assignments and results obtained. The performance evaluation is conducted through the performance evaluation system and in accordance with the University policies and procedures.

ORGANIZATIONAL RELATIONSHIPS

Reports to: Assistant Vice President, Controller

Supervises: May lead a team of Accountants for assigned projects

ESSENTIAL DUTIES - May include, but not limited to the following:  

  • Serves as relationship manager for contracts related to bank depository services and investment management.  
  • Manages daily cash flow reporting to include creation of and regular updates to extensive cash flow models and monthly cash projections.
  • Responsible for managing daily bank transactions and positive pay reconciliations.
  • Serves as a liaison to bank related inquiries for cash transactions, change orders or cash over/short inquiries.
  • Serves as system administrator for cash management systems.
  • Provides strategic and tactical support in regarding banking, investments (short and mid-term), interim financing options, and long-term debt structure.
  • Prepares various reports for treasury and debt management including the annual and semi-annual reports to Bond Review Board and other continuing debt disclosure requests.
  • Maintains the University Investment Policy and quarterly reports regarding investment and banking activities.
  • Oversees internal and external audit requests, specifically the annual investment audit, to ensure the review is finished on schedule.
  • Assists with issuance and monitoring of long term/short term debt including remaining bond proceed balances.
  • Manages debt service to assure timely payment of all debt obligations and accurate filing of all reports required for bonded debt.
  • Provides portfolio data and coordinates with the entity's rebate arbitrage consultant to ensure compliance with federal arbitrage rebate requirements.
  • Supports the Assistant Vice President, Controller on preparation of agenda items for Board action on banking, investments, debt issuance and administration.
  • Reviews and approves monthly bank reconciliations for short-term operating investments and unexpended bond proceeds.
  • Monitors and reconciles HEF (Higher Education Funds) appropriated unallocated balances.
  • Assists in the preparation and reporting information related to debt reporting for the annual financial report.
  • Maintains accounting records utilizing the University accounting system.
  • Prepares monthly, quarterly, and ad hoc financial reports.
  • Ensures compliance with internal controls.
  • Compiles and analyzes data.  

ADDITIONAL DUTIES  

Performs a variety of clerical tasks, such as filing, proofreading and preparing correspondence. Collaborates in fulfilling internal requests for financial information.
  • Performs other duties as requested.

  • Working knowledge of office practices and methods.
  • Extensive knowledge of Texas rules and regulations related to functional area (or ability to rapidly assimilate).
  • Ability to coordinate work with other employees, providing direct instruction or supervision as assigned.
  • Ability to organize work effectively, conceptualize and prioritize objectives and exercise independent judgment based on an understanding of organizational policies and activities.
  • Ability to establish and maintain effective work relationships with staff, faculty, students and the public.
  • Knowledge of safety and security precautions appropriate to work performed.
  • Ability to communicate effectively orally, by phone, in person and in writing.
  • Ability to represent the department and University in a friendly, courteous and professional manner.
  • Ability to use a personal computer and other office equipment, including university related software and email.
