Your Role:
As the Project Manager, you will be responsible for Connecticut’s Staffed Family Child Care Network (SFCCN) and will oversee the successful implementation of a multi-faceted initiative aimed at improving access to, and the quality of family child care throughout the state. This role requires a highly organized, systems-oriented leader with demonstrated experience in budget management, project execution, and strategic collaboration. Reporting to Shine’s leadership team, the Project Manager will oversee subcontractor performance, manage financial reporting across braided funding streams, coordinate technical assistance and strategic planning efforts, and with approval by OEC will guide the development and integration of a statewide Knowledge Hub and Customer Relationship Management (CRM) system.
What You’ll Do:
Lead the planning, execution, and oversight of all SFCCN initiatives, ensuring alignment with deliverables, timelines, and performance metrics.
Serve as the primary liaison between Shine, the Office of Early Childhood (OEC), The Connecticut Project (TCP), and subcontracted partners.
Establishe and maintain collaborative relationships with statewide, regional, and local stakeholders.
Facilitate project meetings, track progress, and provide regular updates to funders and internal leadership.
Manage a complex budget that includes multiple funding streams; ensure accurate disaggregation, reporting, and compliance.
Monitor expenses and adjust financial plans as needed to meet project and contractual obligations.
Provide financial reporting and updates aligned with both Connecticut and Shine fiscal policies.
Use data to drive decisions and produce reports that highlight effective practices and areas for improvement.
Support the development of a statewide Theory of Change and benchmark-based goals across subcontracted networks.
Provide thought leadership in statewide planning and the evolution of the SFCCN infrastructure.
Develop data-informed recommendations for future versions of the SFCCN model.
Support SFCCNs in staffing strategy, policy development, and service access planning.
Participate in assigned meetings, events and training as required.
What You Bring:
Bachelor’s in Early Childhood Development or related field required, Masters preferred.
Minimum of 5 years experience in early childhood, family and community engagement, adult education, and/or professional development, including experience in coaching, supervision, program management and providing technical assistance. Experience in Connecticut is strongly preferred.
Experience working with a variety of ECE program types, including family and group childcare.
Experience with data analytics.
Physical exam and background checks are required for this position.
Travel is required locally or long-distance up to 30% of the time for work-related meetings and functions; including regular trips to Hartford and throughout the state.
Must have a valid driver’s license and reliable transportation.
Connecticut Residency required.
