Basic Purpose:
Director of Human Resources – North Carolina Division plays a central role in supporting the employee lifecycle, from recruitment and onboarding to compliance and employee relations. This position facilitates strategic leadership and oversight for all HR functions across the NC service area. This position leads workforce planning, oversees employee relations, ensures compliance with federal and state regulations, and guides recruitment, training, and performance management. The Director ensures alignment with CLC’s mission while partnering closely with the COO and agencywide leadership to support organizational growth, operational readiness, and a healthy workplace culture.
Essential Duties:
Strategic & Operational Leadership
- Provides senior-level human resources leadership for all North Carolina operations, supporting multiple sites, managers, and service models.
- Partners with executive and divisional leadership on workforce strategy, staffing risks, organizational structure, and HR policy implications.
- Leads HR planning, goal setting, and implementation of initiatives that support employee retention, leadership development, and organizational performance.
- Represents North Carolina operations in HR-related audits, quality reviews, regulatory activities, and organizational planning efforts.
Talent Acquisition & Workforce Planning
- Oversees full-cycle recruitment to ensure timely, compliant hiring aligned with North Carolina staffing requirements.
- Develops recruitment strategies, monitors hiring metrics, and adjusts approaches to meet operational demands.
- Ensures onboarding, credentialing, and background screening processes meet federal, state, and payer or regulatory requirements.
- Partners with leadership to forecast workforce needs based on program growth, regulatory changes, and service delivery demands.
Onboarding, Training & Leadership Development
- Leads orientation and onboarding processes to ensure compliance, consistency, and a positive employee experience.
- Collaborates with training and professional development teams to identify skill gaps and implement development plans for managers and staff.
- Provides coaching and guidance to supervisors related to documentation, performance management, conflict resolution, and foundational employment law.
- Supports succession planning and development of internal talent pipelines.
Employee Relations & Culture Management
- Oversees complex employee relations matters, including investigations, corrective action, and performance improvement processes.
- Ensures consistent application of policies, fairness in decision-making, and adherence to legal and ethical standards.
- Addresses workplace culture, engagement, morale, and communication challenges through proactive strategies.
