International Consultant - Global Partnership for Education (GPE) Development of the Multiplier Grant Proposal for Timor-Leste

How can you make a difference? 

Under the supervision of the Chief of Education, develop the full package comprising of the programme document (Programme Design, theory of change and results chain including monitoring indicators, implementation arrangements, timeline, budget, risks and mitigation strategies, and other supporting documentation), GPE application, operationalization plan and budget for the multiplier grant in alignment with education priorities of the country and the GPE guidelines.

WORK ASSIGMENT:

1.  Inception report with a summary of relevant documentation, approach, methodology and approach.
2. Desk review of the national strategic plans and policies, education sector related documents such as the education sector plan, System transformation grant proposal, System Capacity grant proposal, Partnership compact and other relevant documents.
3. Stakeholder consultation and finalization of the multiplier focus.
4. Draft Multiplier Programme document/proposal with the theory of change, outcomes, outputs key intervention strategies, results framework, monitoring and evaluation, performance indicators, accountabilities, implementation timeline and the detailed budget.
5. Revision based on feedback and validation.
6. Final Programme document and the GPE application package.

 

DELIVERABLES: 

1. Inception report
2. Submit a consolidated report including the possible focus of the multiplier 
3. Report of the consultation
4. Draft submitted for feedback to MoE and technical working group 
5. Revised programme document (proposal)
6. Complete GPE Application package

To qualify as an advocate for every child you will have… 

•  An advanced degree in education, social sciences, development studies and related fields

• At least 10 years of experience developing Education programmes and strategic plan, reviews in Education Sector and budgets.

• Demonstrated experience of developing proposals under the GPE Operating model 2025 will be important.

• Proven experience in research and monitoring and evaluation.

• Demonstrated experience in conducting multi-sectoral consultations and conducting workshops.

  Strong communication (writing) and interpersonal skills
