Summary:  The Jornada Experimental Range is seeking applicants for a R&D Software Developer, Spec with a focus on creating web-based tools and linked databases to allow agricultural producers and land managers to access, visualize, and discover information.

Classification Summary:
Plans, conducts and supervises assignments generally involving the larger, more complex, and high profile classified projects. May lead or direct projects. Provides functional and empirical analysis related to the design, development, and implementation of software operating systems, including but not limited to, utility software, development software, and diagnostic software. Participates in the development of test strategies, devices and systems.

Classification Standard Duties:
Works as part of a Government/contractor team.Oversees the supervision of personnel which includes:work allocation, training, promotion and enforcement of internal procedures and controls and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.Will plan and supervise the larger and more important projects or more than one project. Reviews progress, evaluates results and recommends major changes in procedures. May act in liaison capacity with other departments, divisions and organizations. Operates with considerable latitude for unreviewed action or decision. Full lifecycle application development. Designing, coding and debugging applications in various software languages. Software analysis, code analysis, requirements analysis, software review, identification of code metrics, system risk analysis, software reliability analysis. Object-oriented Design and Analysis (OOA and OOD). Software modeling and simulation. Front end graphical user interface design. Software testing and quality assurance. Performance tuning, improvement, balancing, usability, automation. Support, maintain and document software functionality. Integrate software with existing systems. Evaluate and identify new technologies for implementation. Project Planning and Project Management. Maintain standards compliance. Implement localization or globalization of software. Performs miscellaneous job-related duties as assigned.

Job Duties and Responsibilities

The position will oversee, develop, maintain, and improve web-based applications providing natural resource and agriculture-related data. Will maintain and improve existing applications include the Ecosystem Dynamics Interpretive Tool that stores and delivers USDA-NRCS Ecological Site Descriptions for the United States, tool libraries that organize other online tools in a database and web tool, and web tools that allow visualization and queries of large spatial datasets, especially the Rangeland Analysis Platform. Will design and develop new web applications collecting and serving vegetation state and transition model data at a global level. Position will work with scientists and stakeholders to iteratively test and improve web application designs.
