Job Summary

The Director for the Office of Environmental Quality and Sustainability is a visionary leader responsible for driving environmental initiatives, regulatory compliance, and sustainability efforts for the City of Dallas. This role oversees department operations, personnel, and budget while leading the implementation of policies promoting climate resilience, carbon reduction, and environmental justice. The director advises city leadership, collaborates across departments, and represents the city in environmental matters at various levels. Candidates should have 10 years of progressive experience in environmental quality, including 7 years in leadership, and a Bachelor’s degree in Environmental Science, Sustainability, Public Policy, or a related field (Master’s or JD preferred).


Job Description
 

Overview

The Director for the Office of Environmental Quality and Sustainability is a visionary and collaborative leader who can drive systemic change.  The director leads, plans, and facilitates the operations and administration of the Environmental Quality and Sustainability department and oversees personnel, develops budget, analyzes performance, and ensures compliance with regulatory agencies.

Essential Functions

1 Leads the development, implementation, and oversight of programs and policies that promote environmental sustainability, climate resilience, and regulatory compliance.
2 Leads all department efforts and environmental quality operations; establishes priorities for all service delivery elements through effective procedures and strategies to accomplish effective utilization of resources.
3 Evaluates and analyzes progress of service delivery elements to ensure city projects and programs meet environmental quality standards and regulations; provides technical oversight and quality assurance as necessary.
4 Subject expertise in related federal, state, and local laws and policies related to the environment and sustainability principles, including water quality, waste management, and hazardous materials.
5 Oversees, coordinates, and performs special research requests; develops status reporting and presentations for the City Manager's Office, City Council and Council Committees, and the Environmental Commission.
6 Advises City leadership on sustainability, climate actions, and environmental policy.
7 Leads the implementation of Dallas’ Comprehensive Environmental and Climate Action Plan.
8 Collaborates across departments and builds partnerships to advance support for the CECAP, carbon reduction strategies, and environmental justice initiatives.
9 Represents the City at local, state, and national organizations to create public support for Dallas CECAP, departmental programs; provides insight and expertise on environmental quality and sustainability practices.
10 Develops budget and determines expenses; directs budget allocation, employee assignments, objectives, and performance of subordinate managers and supervisors; directs managerial staff to ensure productivity, hiring, and quality staff management.
11 Establishes and implements overall Department work plan; performance metrics, directs and manages outreach, and media or social media support.
12 Has broad subject knowledge in vast environment and sustainability areas such as air quality management, stormwater management, environmental management systems, water conservation, environmental sustainability, climate resiliency, renewable energy programs and policies that promote and improve community vibrancy and public health.
13 Advances citywide sustainability initiatives to ensure that environmental regulations are met and champions innovative solutions to environmental challenges.
14 Manages grants and funding opportunities.
15 Performs any and all other work as needed or assigned.
