Job Summary:  

The Mayor’s Office of Small & Minority Business Advocacy & Development (SMBA&D) is seeking a Program Compliance Officer II (PCO II) to serve as the Lead Certification Compliance Officer.  SMBA&D oversees compliance with Baltimore City Code Article 5, Subtitle 28 governing Minority Business Enterprises (MBE) & Women’s Business Enterprises (WBE).  The Minority & Women’s Business Program requirements are applicable to all City contracts.   

SMBA&D reviews applications for certification as a local, small minority or woman-owned business enterprise.  The review of applications ensures only qualified businesses benefit from the MWB Program.  The most qualified candidates should have experience in developing, monitoring, and enforcing program requirements with experience building a team & implementing process improvements.

Essential Functions:

  • Responsible for ensuring compliance with the requirements of the program.       
  • Will assign, review and approve the work of others.
  • Develops policies and procedures for enforcement and assures adherence to the Minority & Women’s Business Program.
  • Evaluates and recommends modification in programs, laws, regulations and grants.
  • Meets with and explains law & program guidelines to agencies and private organizations.
  • Prepares correspondence.
  • Oversees and participates in the compiling and assembling of reports.

Acts as a liaison with public and private organizations ensuring an understanding of legal and program requirements and maintaining contact and rapport with such organizations

Required Knowledge & Skills

  • Detail-oriented with the ability to maintain & organize a high workload.
  • Possess strong analytical skills.
  • Experience with implementing process improvements.
  • Knowledge of the principles and techniques of administration.
  • Ability to present and defend findings.
  • Ability to apply and interpret City Code, rules, regulations, and procedures.
  • Ability to gain the cooperation of and cooperate with others.
  • Ability to articulately present, justify, and defend your compliance determinations.
  • Ability to maintain your schedule and honor deadlines.
  • Knowledge of basic business, construction, development, and service industry terms.
  • Ability to investigate situations and extract and organize facts.                 
  • Ability to evaluate data, compare data to existing standards and draw conclusions.
  • Ability to express ideas, both orally and in writing.
  • Ability to assign, review, and approve the work of others.
  • Ability to independently work and follow review protocols.
  • Ability to deal professionally and effectively with government officials and personnel, representatives of private organizations, developers, community groups, and others.
  • REQUIREMENTS: Qualified candidates will have prior background in finance, accounting, or large-scale organizational management.

EQUIVALENCIES: Equivalent combination of education and experience.
