Job Summary
TYLin is seeking a Water Program Manager to join our TYLin Water team based in Buffalo, NY. We’re looking for a leader to manage a multi-disciplinary team for a $1 billion, decade-long capital improvements infrastructure program that has recognition across the water industry. The Program incorporates resilient, equitable, and community-centered infrastructure solutions as part of the infrastructure improvements throughout the community and within the treatment plant. What You’ll Do:
As a Water Program Manager you will:
- Lead a Program Management Team: Develop and implement, in close coordination with client, a Programmatic roadmap for improvements across the life of the Program. Identifying and prioritizing improvements, capital improvements plan, schedule, and messaging to client, stakeholders, and regulators. Oversee a team to develop and monitor program controls, scheduling, quality management, financial tracking and invoicing, regulatory tracking and coordination to ensuring seamless Program delivery as the Program Manager.
- Plan and Execute Projects Through a Strategic Capital Program: Oversee a multi-disciplinary team to plan, design and implement cutting-edge water and wastewater infrastructure projects within the treatment facility and in the collection system under the umbrella of the Program. These may include combined sewer systems, real-time smart sewer controls, offline storage tanks, and wastewater treatment improvements.
- Collaborate on Community Engagement and Growth: Advance public outreach initiatives with local community stakeholders, facilitate stakeholder workshops, help create local workforce and small business enterprise opportunities, and build partnerships with local organizations to advance sustainability, water equity and environmental justice.
- Mentor and Lead Teams: Provide professional guidance and career mentorship to team members, grow relationships, fostering professional and personal growth within the program team, and building a visible presence in the utility service community.
- Strategize Funding Initiatives: Oversee grant writing and innovative funding strategies to support long-term plans for critical infrastructure investments. Coordinating closely with client and stakeholders to identify and secure funding opportunities.
- Play a Key Role in National Collaboration: Partner with TYLin’s Equity Practice, Smart Metering Practice, Advisory Practice, and Program Management groups to advance livable infrastructure, including equitable, water and climate projects and programs across the country.
Who You Are:
- Educational Background: B.S. in Civil, Environmental or Mechanical Engineering; or equivalent in Urban Planning or Environmental Science.
- Experience: 10+ years in program management, water/wastewater design, climate resiliency planning, municipal infrastructure consulting. Understanding of water/sewer infrastructure, utility plans, construction documents, land use/easements, and city/environmental/regulatory agencies is desirable.
- Leadership: Proven ability to lead Programs, facilitate stakeholder engagements, communicate and coordinate with clients, manage budgets, and coordinate with interdisciplinary teams, including structural, geotechnical, environmental specialists, public engagement and communications partners, as well as stakeholder advisory committee members and city agencies.
- Licensed Professional: PE license, AICP License, or actively working toward licensure is preferred.
