OVERVIEW
S&B is currently seeking a lead Subcontracts representative for major projects involving high dollar or technically unique items, or critical product lines. Plans, schedules, coordinates and oversees the work of all Subcontracts professionals and clerical support personnel assigned to the project. This role must be fully competent in all conventional phases of subcontracting and be capable of planning and conducting tasks requiring independent judgment in the evaluation, selection, and substantial adaptation and modification of standard subcontracing techniques, procedures, and criteria. Independently performs a variety of assignments involving subcontracting duties and responsibilities for projects involving high dollar, technically unique items or critical product lines. This role has a direct impact upon cost containment, efficiency and the profitability of operations and may involve direct interface with clients.

SUPERVISORY RESPONSIBILITIES
Supervises all Subcontracts personnel assigned to a project.
EDUCATION
Normally requires a 4 year degree in Business Administration (or related curriculum). In lieu of a degree, 15-20 years of equivalent experience in construction related procurement and subcontracting activities is also acceptable.
QUALIFICATIONS AND EXPERIENCE
Requires a minimum of 15 years of procurement or subcontracts related experience. The ability to type and proficiency in standard Microsoft Office products is required.
- Project Subcontract Management: Ability to assign, oversee, and manage subcontract tasks and personnel across multiple projects.
- Estimating & Cost Analysis: Skilled in preparing project estimates, obtaining cost data, and validating progress against invoiced values for accurate forecasting.
- Planning & Strategy Development: Experience in creating Early Planning Documents, Project Execution Plans, and Subcontracting Plans; capable of developing project-specific subcontract strategies.
- Commercial & Contractual Expertise: Strong understanding of subcontract language (general/special conditions, indemnity, insurance) and commercial terms; ability to negotiate change requests, claims, and back charges.
- Vendor & Supplier Management: Proficient in soliciting subcontractor qualifications, maintaining supplier databases, and fostering strategic alliances.
- Document Control & Compliance: Competent in reviewing and approving bid tabulations, subcontract documents, and ensuring proper entry and distribution of all subcontract-related paperwork.
- Technical Knowledge: Ability to interpret specifications and drawings relevant to subcontracted scopes of work.
- Client & Stakeholder Engagement: Skilled in representing the subcontracts discipline during client presentations and discussions.
- Leadership & Team Management: Demonstrated ability to manage teams, delegate tasks, prioritize work, and conduct annual employee reviews.
- Problem-Solving & Support: Adept at assisting subcontract administrators with technical and commercial issues.
- Time Management & Organization: Strong capability in task prioritization and meeting project deadlines.
