Position Overview
QinetiQ is seeking a Senior Strategic Analyst to support the Office of the Undersecretary of Defense (OUSD) for Research and Engineering (R&E) Chief Strategy Officer (CSO) by providing senior level technical and analytical support for efforts supporting technology assessments and partnerships within OUSD(R&E). A successful candidate will have extensive experience providing high level technical analysis support to DoD advanced technology initiatives, to include technology roadmapping efforts, particularly involving collaborations with international partners. An ideal candidate will be familiar with DoD budgeting processes, will be able to assimilate, distill, and communicate complex issues relating to international technology sharing efforts to all audiences in both the DoD and international arena. Candidate will be an integral part of a small, strategic team, developing and proposing solutions to complex issues relating to international technolgy partnerships and must be effective in communicating those strategies. Duties include:
Responsibilities
- Develop business case analyses that clearly, concisely characterize, quantify and assess costs, benefits and risk of relevant courses of action germane to multiple technology areas of interest and strategies
- Develop and maintain work products that support management decision making, strategy development, initiative definition, action tracking and monitoring, meeting and workshop planning and execution for activities related to the portfolio
- Develop and manage project budget and execution priorities and provide input on recommended strategies for execution of assigned budget to meet strategic objectives
- Participate in forums with international partners to discuss ongoing strategy and who can confidently articulate the position of the office in these forums
- Constructively contribute to internal strategy discussions relating to this portfolio
Required Qualifications
- Top Secret with the ability to obtain an SCI clearance (TS/SCI); #qinetiqclearedjob
- Bachelors in STEM or business related field
- 10 years of experience
Preferred Qualifications
- Masters Degree in STEM, Program/Project Mangement, or International Strategy or relations
- PMP
- Experience in International Partnerships
- Experience with the IC
- TS/SCI
