About the role

Summary:
DAWSON is currently seeking applicants to fill role multiple hat role of Superintendent, Quality Control Manager (QCM), and Site Safety & Health Officer (SSHO) for federal Job Order Contracting (JOC) task orders. The ideal candidate will rotate between these “three hats” as needed per task, managing day-to-day field operations, enforcing rigorous quality assurance, and maintaining an EM 385-1-1 compliant safety program. The position requires deep knowledge of NAVFAC construction protocols and the ability to ensure projects are delivered on-time, within budget, and in full compliance with federal standards.
Location: Southeast Georgia (Federal Facility) – Full-Time, On-Site

DUTIES AND RESPONSIBILITIES:

  • Field Operations Management: Direct all on-site construction activities as Superintendent, ensuring work is executed per plans/specs and daily progress meets the JOC task order schedule and budget.

  • Quality Control Leadership: Serve as the QCM by developing and implementing a project-specific Quality Control Plan in line with NAVFAC guidelines. Conduct inspections and subcontractor oversight to verify all work meets contract quality standards.

  • Site Safety & Health Administration: Act as the SSHO, maintaining a site safety program compliant with EM 385-1-1 and OSHA 29 CFR 1926. Proactively enforce safety protocols (PPE use, toolboxes, AHAs) and stop work when hazards arise.

  • Regulatory Compliance & Documentation: Ensure all federal contract requirements are met – including daily reports, submittals, RFIs, prevailing wage documentation, and environmental/hazard controls. Maintain project files to NAVFAC Quality Control System standards (e.g. using eCMS software) and submit required reports timely.

  • Subcontractor Coordination & Client Communication: Lead weekly coordination meetings and 4-week lookahead schedule updates. Manage subcontractors’ work, ensuring they understand quality and safety expectations. Interface with the client’s on-site representatives to address issues and adjust plans proactively.

  • Budget & Resource Management: Assist Project Manager in monitoring job order costs and resource utilization. Prevent cost overruns by anticipating issues and implementing corrective actions early.

Core Competencies

  • Federal Construction Expertise: In-depth understanding of NAVFAC construction processes, terminology, and standards (including familiarity with EM 385-1-1 safety requirements and the Three-Phase QC process).

  • Leadership & Team Coordination: Proven ability to lead field crews and subcontractors, delegate tasks, and foster a safety-first, quality-driven work culture. Strong situational leadership, especially when switching between roles (Superintendent vs. SSHO vs. QCM).

  • Attention to Detail: Meticulous in reviewing plans, specifications, and submittals. Able to catch potential quality or safety issues early and ensure all work complies with contract requirements.

  • Communication Skills: Excellent verbal and written communication for daily reporting, client briefings, and coordination meetings. Able to clearly articulate technical information and expectations to trades and stakeholders.

  • Problem-Solving & Adaptability: Resourceful in resolving on-site challenges (e.g. design conflicts, unforeseen conditions) while minimizing impact on schedule and budget. Adaptable to rapidly switch focus among project supervision, quality control inspections, and safety oversight as priorities demand.

  • Time Management: Superior organizational skills to juggle multiple JOC task orders concurrently, plan ahead with lookahead schedules, and meet tight deadlines without sacrificing compliance.

Qualifications & Certifications

  • Experience: 7+ years of federal (DoD) construction experience, including prior roles as Superintendent, QCM, and SSHO on JOC task orders (or similar IDIQ contracts). Demonstrated history of successfully delivering projects in all three capacities is required.

  • Education: Bachelor’s degree in construction management, Engineering, or related field is preferred (or equivalent military training/experience). High school diploma with extensive relevant experience may be acceptable.

  • Certifications:

    • OSHA 30-Hour Construction Safety – Required

    • HAZWOPER 4
