Network Program Manager

Job Description

Job Summary

The Network Program Manager orchestrates cross-functional delivery of enterprise networking initiatives across Jefferson, with a focus on cyclical operational programs such as hardware and software end-of-life (EOL) refreshes, IOS/NX-OS upgrades, platform migrations, and network standards adoption. This role plans roadmaps and release cycles, coordinates Network Engineering, Operations, Security, and vendor partners, and ensures changes are executed through established change management and maintenance windows with minimal patient-care and business impact. The incumbent owns program schedules, risks, and stakeholder communications; drives data-driven decision making via tooling, and continuously improves processes via post-implementation reviews. This is an individual contributor role with influence across teams but no direct reports.

Essential Functions

• Lead enterprise network lifecycle programs (e.g., switch/router/WLAN/controller refresh, software image/IOS governance, and decommissioning), maintaining 12–36 month roadmaps and quarterly release plans.
• Coordinate cross-functional execution across Network Engineering/Operations, Information Security, Clinical Engineering, Facilities, and vendors; create integrated schedules, manage dependencies, and run program ceremonies (standups, risk/RAID reviews, readiness checkpoints).
• Drive conversions from legacy platforms to modern architectures (e.g., SD-WAN, NAC, IPv6, segmentation, wireless modernization, DDI/Infoblox enhancements), ensuring standards alignment and operational readiness (monitoring, runbooks, support models).
• Own change readiness and production release governance: draft RFCs, obtain CAB approvals, schedule enterprise maintenance windows, lead go/no-go, and ensure communication plans for impacted stakeholders.
• Maintain accurate inventories and scope (asset/EOL lists, site/campus cutover matrices), forecast capital/operating budgets, track actuals, and produce executive reporting and KPIs (e.g., % EOL remediated, success rate, MTTR, defect escape).
• Perform vendor and SOW management (RFPs, proposals, acceptance criteria), oversee field activities (site surveys, staging, cutovers), and ensure closeout (as-builts, as-configured baselines, knowledge transfer).

Competencies (Knowledge, Skills, and Abilities Required):

• Understanding of enterprise networking domains: routing/switching (Cisco IOS/NX-OS), WLAN, network access control, DDI (DNS/DHCP/IPAM), load balancing, and segmentation.
• Program/Project management mastery: scope definition, roadmap planning, dependency/risk management (RAID), schedule management, critical path, stakeholder communications, and benefits realization.
• Process frameworks and operations: ITIL practices (Change, Incident, Problem, Release), service transition/operations, maintenance window orchestration, and post-implementation review/RCAs.
• Tools proficiency: ServiceNow (PM/Change/CMDB), Microsoft 365/Project/Planner/Visio/Power BI, network management/assurance platforms (e.g., Cisco Catalyst Center/DNAC), and collaboration platforms (Teams).
• Vendor/SOW management and financial acumen: budgeting, forecasting, purchase requisitions, acceptance criteria, and invoice reconciliation.
• Soft skills: strong written and verbal communication tailored to clinical and business stakeholders; negotiation and influence without authority; analytical, detail-oriented, and comfortable leading after-hours events.
