EHE | Schoenbaum Family Center at Weinland Park Lab SchoolThe Head Start (HS) Education and Community Program Manager is a senior leadership role within the OSU Head Start Child Care Partnership Program, a $55 million, five-year federally funded initiative now serving 452 children and families from birth to age five. Reporting to the Head Start Director, this position is responsible for the full oversight and management of the education component of the program, ensuring compliance with the Head Start Program Performance Standards and supporting high-quality early childhood education across multiple service models.
This role provides direct supervision to key staff, including three Education Specialists, the Family and Community Engagement Specialist, the Professional Development Coordinator, and the Home Visiting Team Lead, with indirect oversight of four Home Visitors. The Manager also oversees partnerships with OSU Nisonger Center Developmental Specialists, nine Family Child Care Educators, and 15 child care centers, encompassing 25 Early Head Start classrooms and 15 Head Start classrooms with a combined total of 87 teachers.
The Education and Community Program Manager collaborates with community and university partners to implement a comprehensive, developmentally appropriate education system. This includes leading professional development initiatives such as training, technical assistance, and coaching, and ensuring that Education Specialists are equipped to deliver effective Practice-Based Coaching. The role requires deep knowledge of child development from birth to five and a strong understanding of federal regulations to ensure all educational programming meets compliance standards and supports positive outcomes for children and families.
Procurement and Resource Management (5%)
- In collaboration with the Executive Director and Director, manage purchasing for the education team, including classroom equipment, books, curriculum materials, manipulatives, and home visiting socialization supplies.
Program Development and Policy Implementation (5%)
• Develop new programming, policies, procedures, and processes for emerging roles, including the Professional Development Coordinator and the Family and Community Engagement Coordinator
Strategic Leadership and Program Oversight (25%)
- Serve as a senior leader in strategic planning and data-driven decision-making alongside the Executive Director and Director.
- Represent the program in the absence of the Executive Director and Director.
- Participate in Head Start Team Lead Meetings to support program planning and decision-making.
- Lead grant writing efforts, coordinate the annual Head Start Self-Assessment, and prepare for yearly Federal Reviews.
- Represent the program at local, state, and national meetings.
- Take on expanded responsibilities following the addition of new Head Start programming awarded in August 2024.
Team Supervision and Leadership (45%)
· Provide direct supervision to three Education Specialists, the Professional Development Coordinator, the Community and Family Engagement Coordinator, and the Home Visiting Team Lead.
