About the role

The Procurement and Supply Management (PSM) project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. Historically, there have been four task orders in the project, with two task orders currently in the closeout phase, and two continuing with implementation. The GHSC-PSM Finance Lead will provide overall financial management across all task orders at headquarters and across countries. This is a leadership position intended to oversee the financial closeout and termination process for GHSC-PSM as well as coordinate and align financial management across remaining task orders, including where there are new buy-ins under TO1 and TO2. It requires client engagement and managing across GHSC-PSM TO Finance in close coordination with USG Finance, and Country Programs closeout teams. The GHSC-PSM TO Finance Managers will report directly to the GHSC-PSM Finance Lead and will continue to have a dotted reporting line to Task Order directors. Key Responsibilities

  • Develop, continually improve and support staff to apply best practices in finance and accounting. Provide advice on complex problem-solving, build consensus, identify strategic priorities and directions, and ensure successful outcomes for the project
  • Develop and implement strategies to optimize financial performance, ensure connectivity between finance, transition and programmatic activities and mitigate risks for the projects and the company
  • Lead GHSC-PSM closeout and ongoing activities by coordinating HQ and Country billable and overhead teams to identify key risk factors and mitigating strategies
  • These may include financial reconciliations and ensuring that underlying data generated from different Chemonics systems is aligned with financial reporting (MFS, IDIQ, LOC)
  • Lead the GHSC-PSM TO Finance teams to gather internal data and map, refine, and catalogue cross TO standard operating procedures and data sources
  • Lead the development and finalization of processes and standard operating procedures for GHSC-PSM closeout, including tracking obligations and cost recovery funding, confirming country beginning balances, reconciling commodity and freight expenditures, budgeting for NICRA adjustments, and related tasks
  • Develop guidance on setting up financial systems and reports to respond to client requirements considering multiple funding sources, and allocation requirements
  • Provide financial guidance and direction across all Task Order revenue streams to ensure consistency of approach across Task Order Finance
  • Guide teams in analyzing cross-stream financial data to identify trends, risks, and opportunities
  • Lead finance teams in providing efficient support to Task Orders and ensure that contractual requirements are met
  • This includes reviewing financial reports (MFS, IDIQ, Tax reports etc.), level of effort reports, budgets and other contractual reports
  • Coordinate with USAID counterparts and project staff to ensure alignment across client's requests, contractual and corporate requirements
  • Develop tools for tracking and regular reporting on finance related assignments, pending tasks and process improvements to IDIQ director, TO directors and project leadership
  • Work collaboratively with project senior leadership, including Task Order directors, IDIQ and Country programs leadership, and liaise with USG finance to implement GHSC-PSM vision, strategy and plans for financial management
  • Supervise, mentor, and evaluate staff, communicating clear performance goals and standards, offering regular performance feedback and prompt resolution of problems, and opportunities to grow and develop in key competency areas; promotes staff development through coaching, mentoring, and facilitating professional growth
  • Lead financial transition of GHSC-PSM to ensure client satisfaction and meeting of contractual requirements, while maintaining Chemonics financial standards and risk mitigation
