HSE & Training Manager - HFFC

The HSE & Training Manager - HFFC is responsible for providing leadership, management, and oversight of health, safety, environmental, training, emergency response, and regulatory compliance programs across all Hawaii Fueling Facilities Corporation (HFFC) locations, including HNL, OGG, LIH, KOA, and ITO. This role ensures the consistent implementation, administration, and continuous improvement of applicable Signature Aviation and HFFC policies, procedures, and programs while promoting a strong culture of safety, operational excellence, environmental stewardship, and regulatory compliance throughout the organization.

Essential Duties and Responsibilities: 

• Manage occupational health and safety programs, including hazard identification, job hazard and job safety analyses, risk assessments, lockout/tagout, confined-space entry, hot work, fall protection, personal protective equipment, respiratory protection, safety observations, near-miss reporting, and corrective-action tracking.

• Lead the employee training and qualification program, including training needs analysis, new-hire onboarding, on-the-job training progression, recurrent and refresher training, instructor qualification, competency evaluations, qualification records, training effectiveness reviews, and compliance tracking.

• Coordinate required fuel operations training, including ATA 103-aligned training, local procedures, customer requirements, Quality Control awareness, and task-specific training for operators, leads, and supervisors.

• Manage environmental-compliance programs, including Spill Prevention, Control & Countermeasures (SPCC) Plans, Facility Response Plans (FRP’s) in compliance with applicable EPA, USCG and PHMSA regulations, National Pollutant Discharge Elimination System (NPDES) permits and related Storm Water Pollution Prevention Plans (SWPPP’s) and Underground Injection Control (UIC) permits, Environmental Hazardous Management Plans (EHMP’s), air permits, hazardous and universal waste disposal, chemical inventories, Tier II reporting under the Emergency Planning and Community Right-to-Know Act (EPCRA), Toxic Release Inventory (TRI)/Form R reporting, and related environmental sampling, inspections, notifications, and recordkeeping.

• Support regulatory, customer, corporate, and airport audits by preparing records, coordinating responses, tracking corrective actions, and verifying sustained completion.

• Conduct routine inspections of people, processes, facilities, equipment, and materials; identify unsafe or non-compliant conditions; communicate findings; and recommend corrective actions.

• Oversee accident, incident, injury, spill, hazard, and near-miss reporting and investigation, including documentation, root-cause analysis, and coordinate with various parties as needed (employees, workers’ comp, safety department, leave admin, insurance representatives)

• Analyze safety, training, and environmental performance data and conduct monthly safety meetings to identify trends and provide weekly & monthly updates to the General Manager and applicable regional or corporate stakeholders.

• Develop, review, and maintain local operating procedures, training materials, safety briefs, environmental checklists, emergency response documents, and other compliance-related documents.

• Coordinate with Neighbor Island Station Managers to promote consistent HSE&T standards, procedures, training, documentation, performance measurement, and corrective-action management while accounting for facility-specific regulatory and operational requirements.

• Partner with Operations, Maintenance, Controllers, HR, contractors, and customer representatives to ensure safe, compliant, and reliable fuel farm operations.

• Participate in airport, customer, contractor, and company safety or environmental meetings and cascade relevant alerts, bulletins, and lessons learned.

• Report significant deficiencies in products, processes, materials, equipment, documentation, or work practices and recommend improvements.

• Perform other duties as assigned by the General Manager or senior leadership.

• Act as liaison with various agencies, including Emergency Operations Command, the State of Hawaii, Public Utilities Commission, and other committees.

• Develop and manage the environmental, safety, and training portions of the budget and participate in annual Board and Shareholders meetings.
