About the role

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Ethics Specialist reports directly to the Executive Director while liaising, in the context of the day-to-day tasks, with the Chief of Staff and Deputy Chief of Staff.  The Ethics Specialist assists the Executive Director in ensuring that UN Women personnel members observe and perform their functions with the highest standards of integrity through fostering a culture of ethics, transparency, accountability and mutual respect.

The Ethics Specialist carries out UN Women Ethics function and is independent of any other official, division, office or other organizational entity in the performance of ethics-related responsibilities.

Responsibilities:

The Ethics Specialist supports the achievement of the objectives of UN Women by contributing to adherence to UN Women rules, values and standards through the provision of advice and guidance, training and outreach, and administration of the Financial Disclosure program and the policy on Protection from Retaliation.

•             Advice to Management: Provide advice, where needed, in consultation with other relevant offices, to the Executive Director and the Executive Leadership Team to enable them to ensure the Organization’s rules, policies, procedures and practices reinforce and promote the highest integrity standards, including on institutional integrity issues.

•             Ethics Advice and Guidance to UN-Women personnel: Provide confidential advice and guidance regarding ethical behavior, standards of conduct and conflict of interest.

•             Ethics awareness and training: Develop the contents of ethics training and awareness programmes on ethical issues, in coordination with the relevant internal stakeholders, so that the ethical culture in the organization is strengthened. Roll out the UN Ethics Office annual Leadership Dialogue.

•             Protection against retaliation: Undertake the responsibilities related to the protection of personnel members against retaliation for reporting misconduct and/or cooperating with duly authorized audits and investigations in accordance with the Organization’s policy on the Protection Against Retaliation.

•             Financial and Conflict of Interest Disclosure: Assist with the implementation of the UN Financial Disclosure Programme for UN Women in line with the Memorandum of Understanding between UN Women and the UN Ethics Office, and in accordance with the Secretary-General's bulletin on financial disclosure and declaration of interest statements (SG/SGB/2006/6).

•             Policy Framework Development: Contribute to the review, development and implementation of policies, guidelines, procedures and other internal or corporate documents to support an effective ethical framework.

•             Annual Reporting: Provide annual reports to UN Women Executive Director and the Executive Board on the activities of the Ethics function.

•             Confidential records: Maintain confidential records of guidance and advice given by and reports made to the Ethics Specialist.

•             Representation: Represent UN Women on the Ethics Panel of the United Nations, the Ethics Network of Multilateral Organizations, and other UN system bodies on matters related to ethics.
