About the role
Position Summary: The Director of Security and Compliance will be responsible for the successful development and management of a strong security program in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD Manual 5205, Vol 1-4; Communications Security (COMSEC) Manual NSA/CSS 3-16, Director of National Intelligence (DNI), Intelligence Community Directives (ICDs), and associated corporate and government policies and directives.
Essential Job Functions:
- Maintain ReconCraft’s compliance with all U.S. Government security regulations, including the National Industrial Security Program (NISP).
- Supervise and direct site-level Facility Security Officers (FSOs) in implementing security measures necessary to meet the requirements of ReconCraft’s Security Procedure Manual and National Industrial Security Program Operating Manual (NISPOM), 32 CFR Part 117, procedures.
- In coordination with site-level FSOs, manage annual NISP self-inspections at cleared facilities.
- Support site-level FSOs in the maintenance of databases and government portals related to personnel security clearances (PCLs) and facility clearances for the cleared facilities (e.g., the National Industrial Security System (NISS), Defense Information System for Security (DISS), and National Background Investigation Services (NBIS)).
- Serve as internal expert on security matters for senior leadership and provide regular (or as appropriate) reports on security issues/threats.
- Prioritize initiatives to strengthen the safety and security of employees.
- Assess, develop, update, and enforce security plans and policies for employees and facilities.
- Provide direction and quality review for the provision of travel, workplace safety, and security training for employees.
- Oversee intelligence gathering as it relates to identifying, evaluating, and addressing threats against employees and the organization.
- Conduct investigations and reporting of any security violations and adverse information reports with the cognizant Government security agencies in accordance with the incident response program.
- Participate in the development of and conduct of security education and training programs.
- Support company Empowered Officials in implementing international trade compliance program, including evaluating and updating company policies and procedures to maintain compliance with the ITAR/EAR regulations.
- Coordinate with Information Technology (IT) security function in support of procedures regarding electronic communications and information system security.
- Establish and maintain strong and effective intelligence networks domestically and globally with local, state, federal law enforcement, and other related government and intelligence agencies.
- Coordinate both internal and external resources to conduct threat and risk analyses of company facilities and in conjunction with company events and activities.
- Provide guidance on the company’s crisis management efforts and response to security incidents and threats.
Essential Job Requirements:
- Education:
- Bachelor's degree and a minimum of 10 years security experience or a Master’s degree and 8 years of security experience.
- CDSE Industrial Security Training - FSO for Possessing Facilities.
- Industrial Security Professional Certifications – SPeD, SFPC, NCMS ISP, etc.
- Required Knowledge/Experience:
- Experience in program security, with knowledge of implementing a multi-disciplined security program including access control, personnel security, physical security, and. OPSEC.
- Must have prior experience as at least any one of the following appointed positions of authority: Facility Security Officer (FSO), Contractor Program Security Officer (CPSO), and/or Contractor Special Security Officer (CSSO).
- Must have in-depth knowledge and demonstrated experience with the National Industrial Security Program Operating Manual (NISPOM), DoD SAP security manuals, ICDs, and other national level security directives.
- Experience in the development of and directing of security education programs and conducting internal investigations.
- Experience and familiarity with the National Industrial Security System (NISS), Defense Information System for Security (DISS), and National Background Investigation Services (NBIS) portal.
- Experience in establishing and maintaining working relationships with U.S. Government security representatives.
- Experience with U.S. export regulations, including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), Office of Foreign Asset Control (OFAC) regulations, and related authorizations.
