The Field Intelligence Operations Division (FIOD), National Security Sciences Directorate (NSSD) at ORNL is seeking a highly motivated and experienced Senior Information Technology manager to serve as a technical Group Leader (GL) of our FIOD Secure IT Systems Group. Our group supports all ORNL Field Intelligence Element (FIE) members by maintaining a protected classified intelligence information enterprise providing foundational communications and research. The GL will directly train and supervise IT personnel with the primary goal of pursuing global leadership in their field, nurture ORNL’s culture among group members, and continue to build and scale up individual excellence and impact. The GL reports to the Section Head, Secure Operations and collaborates with other group leaders to implement the group’s technical vision.

 

The NSSD conducts  R&D to confront some of the nation’s most difficult security challenges and adversaries.  Our directorate houses S&T leadership in cybersecurity and cyber-physical resiliency, data analytics, geospatial S&T, nuclear nonproliferation, and high-performance computing for sensitive national security missions. We draw on the Laboratory’s outstanding facilities and work closely with leading researchers in other areas at the lab such as nuclear and chemical sciences and engineering, applied materials, advanced manufacturing, biosecurity, transportation, and computing.  Our multi-disciplinary research teams are passionate about discovery and innovation as we create science-based solutions to complex security threats that put public safety, national defense, energy infrastructure, and the economy at risk. Under DOE-IN authorities, the FIE serves as the ORNL focal point for all intelligence community matters and supports national security science by providing secure IT, communications, facilities, and analysis.

 

 

Major Duties/Responsibilities: 

 

Leadership:

  • Develop and implement a vision and strategy that drives classified science and technology research and development at ORNL. Leadership activities include:
    • Lead a team of 10-20 IT professionals and manage a complex, classified IT system that enables IC Community and ORNL mission requirements and growth opportunities.
    • Provide project management leadership and support throughout entire project lifecycles.
  • Coordinate, collaborate, and build positive, proactive synergies with the Secure Enterprise IT Group Leader, the Information Systems Security Manager Group Leader, and other key partners to ensure requirements are met, that tasks are validate, and projects are completed as expected.
  • Conduct briefings and technical meetings with internal and external customers concerning specific operations/programs/projects.
  • Manage all FIE secure IT intelligence systems, lead and support FIE upgrades, and ensure all operations are within compliance and up to standard.
  • Collaborate with key partners within the FIE, ORNL, and DOE-IN to develop and implement strategic plans and policies.

Service, Accountabilities, and Authorities:

    • Serve as the key conduit for FIE, ORNL, DOE-IN, and other Intelligence Community collaborators and partners.
    • Adhere to ORNL personnel practices and policies, including timekeeping expectations, accountability, performance and code of conduct, conflict resolution, and growth and professional service (engagement in scientific societies, workshop and conference organization.
    • Communicate funding/proposal opportunities to staff and support proposal development as appropriate.
    • Participate in hiring and recruiting efforts, working closely with HR, Recruiting, and FIE leadership.
    • Effectively communicate the importance of protecting proprietary or sensitive information and complying with ORNL cybersecurity policies and guidelines.
    • Ensure the quality and safety of the Group’s work environment.
