As a member of Trusted Mission Processing (TMP), the Security Value Stream Leader (SecVSL) navigates the programs security goals and objectives partnering with the embedded security team to drive results and closely track security-relevant objectives to completion.

The SecVSL is the focal point for SMS for matters concerning programmatic security compliance and requirements.  The SecVSL will act as the liaison between the program leadership team and digital technology and partner security organizations. In this capacity, they will set the security strategy for the organization and its programs based on its specific challenges, melding into that plan the overall security imperatives and requirements based on contractual obligations.  

The SecVSL will work with the partner organizations to ensure all security operational needs are met while working closely with the leadership to develop and drive integrated strategic roadmaps. It is important for to have strong relationships by leveraging associated RTX, Government, and industry networks.

Key Responsibilities:

  • Evaluate compliance, manage risk, and gain efficiencies in the execution of Security Processes.

  • Driving efficiency: Understands program execution challenges and identifies measurable opportunities to improve service through CORE (e.g., simplify processes, cycle time reduction, cost savings).

  • Capture Execution: Ensure foundational security services and resources are identified into captures and program priorities in support of top line growth and business performance.

  • Engagement: Participates in staff meetings, operational reviews, program key planning activities with the partner organizations. Single point of focus to connect the suite of security products and services.

  • Coordinate potential best practices, vulnerabilities, and security anomalies with program and security leadership to develop metrics, capture, and disseminate trend data analysis results. Engage in the continual improvement process.

  • Document and track corrective actions through completion.

  • Heighten awareness and understanding of program security architectures.

  • Establish partnership and work closely with Security organization (IA, ISO, ISSO, ISSM, Physical Security, CPSO, etc.) to achieve business and program objectives.

  • Establish partnerships with other functions (DT, Facilities, Contracts, etc.) to manage effective communications and ensure interdependencies are defined and met to achieve program objectives including contract flow down (DD254) and program access.

  • Work with Value Stream Leader to identify, track, and submit personnel for program access. Security requirements

  • Understanding on Government flow downs as the relate to security and program execution

  • Working knowledge of security program data repositories and processes within RTX

  • Develop Security Risk Management strategy to ensure continuity of operations within secure environment (Equipment Redundancy, Process Approvals, Recurring Stakeholder Engagement)

  • Requirements:

  • Minimum 4 years relevant experience in working within DOD Security organizations

  • Top Secret Clearance and currently or previously cleared to Special Access Program(s)

  • Knowledge and use in classified networks; CNET, CORE, SIPR, NIPR, JWICS, JADE, DISS, etc.

  • History of working with DET PSO, DET SCA, and Government counterparts for ATO, PAR, etc.

Required Qualifications/Skills:

  • Must have a minimum of 10+ professional years experience in Industrial Security

  • Ability to interpret and implement security requirements outlined in customer issued prime/subcontract DD-254 forms (DoD Contract Security Classification Specifications).

  • Ability to interpret physical construction standards for restricted/secure areas/SAPFs/SCIFs

  • Maintaining accountability and control of classified documents, COMSEC material and equipment and oversight of classified information systems (IS)

  • Have proven experience leading security teams

  • Aptitude to perform at high levels in a fast paced, matrixed environment with minimal supervision

  • Excellent interpersonal, oral, written, and presentation communication skills

  • Flexible to work and lead teams through remote, in-office, or in a classified
