NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio – one of the largest in NY State – as well as a range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. The Strategic Partnerships Department within the Office of the Chief Asset & Capital Management Officer is responsible for establishing and maintaining effective channels of communication on capital projects with property management and resident leadership. The team, made up of Borough and Property Liaisons, increases transparency of capital planning, and project budgets, schedules, scopes and construction impacts, supports alignment on project scoping, design and construction planning, and strengthens coordination for effective delivery of projects and handover of new assets.
The Office of the Chief Asset & Capital Management Officer (CACMO) within NYCHA’s A&CM Division seeks Capital Projects Property Liaisons to serve as critical intermediaries with NYCHA residents, particularly resident leadership, on capital projects. Reporting to a Capital Projects Borough Liaison, each Property Liaisons will be tasked with building, maintaining, and strengthening relationships with key stakeholders across an assigned portfolio of NYCHA properties. Property Liaisons will engage with key internal and external stakeholders (e.g., Tenant Associations, Resident Leaders, Resident Coordinators), with an eye towards enhancing transparency, facilitating iterative feedback between residents and A&CM, and fostering resident buy-in to ongoing projects.
Core Property Liaison responsibilities will include the following:
- Establish and enhance a working relationship as the primary point of contact for NYCHA resident leaderships on capital projects at assigned developments.
- Hold regular check-ins with Resident Leaders and other key tenant representatives to survey capital priorities, and inform them of planned and ongoing construction projects, and receive resident feedback.
- Require regular visits to construction sites and developments across multiple boroughs.
- Facilitate public meetings between NYCHA residents and relevant NYCHA staff (e.g., project managers, designers) at key project milestones to inform on planned work and allow for resident feedback. Lead structured discussions and facilitated engagement sessions with residents one-on-one and in larger groups.
- Stay abreast of ongoing work within their portfolio of properties, allowing for the Property Liaison to provide residents with a holistic view of projects within their development. Ensure timely follow-up to residents.
- Communicate critical project information (e.g., change in scope, change in timelines) to residents, facilitating through available communications channels (e.g., leading meetings, Resident Leader, Tenant Association, email distribution lists, public postings).
- Develop visual resources detailing project plans and ongoing project work. This may include print, electronic, and video resources.
- Coordinate with internal A&CM and NYCHA stakeholders, such as the project team, the Resident Engagement Department, Property Management staff to support distribution of flyers, robocalls, phone banking, tabling, and other engagement activities on construction-related field activities and events (e.g., critical lifts, utility service interruptions, apartment surveys, etc.)
