Position Overview
QinetiQ US is seeking a consultant to join our U.S. Census Bureau (USCB) team supporting the Information Technology (IT) Service Management Office (ITSMO). We have a strong partnership with our clients and they value our opinions, fostering a very collaborative environment between the government and contractor.
The USCB serves as the leading source of quality data about the nation's people and economy. This data shapes important policy and operational decisions that help improve the nation’s social and economic conditions. For example, the USCB conducts the constitutionally mandated census of population and housing every 10 years which is used to apportion seats in the House of Representatives and informs congressional redistricting. The QinetiQ US client office, ITSMO, plays a critical role by providing secure, timely, and reliable integrated technology services and solutions to enable the USCB mission.
Responsibilities
The successful candidate will provide data visualization and full financial management support to include cost estimation and analysis, budget formulation and execution and financial reporting.
Specific duties may include:
- Develop, enhance and maintain new dashboards and reports in PowerBI and/or Tableau using budgetary, Technology Business Management (TBM) and Capital Planning and Investment Control (CPIC)-related data.
- Extract, transform and load (ETL) data prior to use in PowerBI or Tableau.
- Assist in setup of new sites, shared servers or alternative access methods as needed to house dashboards in Microsoft 365 and/or Tableau Server or Desktop environments.
- Lead trainings and troubleshooting regarding Budgetary, TBM and CPIC Dashboards and reports for stakeholders.
- Act as a liaison to the Budget division for the creation of new cost collections and report on cost collection carry-forwards.
- Perform trend analysis coordination.
- Be responsible for inputting and maintaining profit and loss information, operating plans, budget planning documents, and vacancies into the federal finance system.
- Review budget with government staff in meetings.
- Coordinate funding for software, travel, and training with the Budget team regarding deobligations and reobligations
- Verify contract modifications within the financial system
- Provide financial data reporting to division chief and variance reporting to all project sponsors
- Assist in data collection, data tracking and document production by developing and producing budgetary reports and charts for Security and Exchange Commission (SEC) management using several systems.
- Develop budget variance analyses and projections that support budget execution and formulation with a focus on budget status, variance, and budget projections.
- Prepare monthly plan analyses using charts, tables and graphs to inform management on budget status.
- Develop written budget justification narratives to support future budget requests.
- Develop briefing packages for program reviews for current and budget year status
- For IT investments, work closely with budget and CPIC staff to develop project tracking and status reports for the approved IT portfolio.
