Job Purpose and Summary
This position is responsible for serving as the senior-level project manager on the most complex engineering projects for the Pennsylvania Turnpike Commission (PTC). Specifically, this position is responsible for managing design engineering automation, including the implementation and advancement of the PTC Digital Delivery Program. The role requires close coordination with the PTC Information Technology Department and other departments to assess engineering hardware, software, applications, and asset management tools, as well as to develop and monitor PTC capital programs utilizing the PTC SAP system. Work involves independently directing multiple projects and/or programs at one time. Work requires the independent selection of courses of actions and resolution of problems within the framework of broad engineering and administrative guidelines.
Essential Functions & Responsibilities
Provides direction and oversight to the work of lower-level engineering staff and consultants including supervision, performance management, delegation of work assignments, and review of work product.
Serves as the primary project manager over the development and administration on the most complex traffic, facilities, design, and/or construction projects. Provides management with project briefings to inform and update on critical issues regarding decisions and solutions made within the broad scope of authority.
Manages the full lifecycle of multiple complex projects. Develops the scope of work and participates in the consultant selection process. Manages and/or develops plans, specifications, standards, and cost estimates.
Develops and manages project scheduling, cash flow projections, and activities to ensure proper project development and compliance.
Performs field investigations, reviews, and surveys to ensure adherence to standards and specifications. Identifies potential problems and works to resolve them.
Reviews and approves plans, specifications, studies, invoices, and estimates as prepared by consultants or contractors.
