CONTRACTS MANAGER SUPERVISOR - SES - ESS Program

THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE OFFICE. 

Location: 2415 N, Monroe Street, Tallahassee, FL 32303.

Some travel may be required.

 This posting will be used to fill a Selected Exempt Services (SES) position.

Current employees will be compensated in accordance with the DCF salary policy. 

This is a full-time position working 40 hours per week.

Business hours are 8:00 am - 5:00 pm EST, Monday - Friday.

Required Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university or equivalent, four (4) years of relevant experience to substitute for the required education.
    • Note: Be prepared to provide a copy of your degree/diploma or request official transcripts from your school in a sealed envelope. All documents must be in English, clear, and legible, showing all signatures and pertinent details. Foreign degrees must be validated by a third party to meet the US equivalency requirements. All costs are the responsibility of the applicant.
  • At least 2 years of supervisor / management experience or at least 2 years of contract management experience in a lead role.
  • At least 2 years of direct contract management experience.
  • Completion of Florida Certified Contract Manager Certification (FCCM). A copy of your certification will be requested.

Preference will be given to applicants who have: 

  • Completion of Florida Certified Contract Negotiator Certification (FCCN). A copy of your certification will be requested.
  • State of Florida Contract Management and Procurement Experience
  • More than two (2+) years of supervisor / management experience or at least 2 years of contract management experience in a lead role.
  • More than two (2+) years of direct contract management experience.

  

POSITION DESCRIPTION

This is a highly responsible supervisory position in the Business Operations Unit in the Office of Economic Self Sufficiency. The incumbent has the responsibility of directly supervising professional contract staff to ensure the achievement and alignment with the agency’s mission and to promote economic self-sufficiency for the agency’s customers. In addition, the incumbent has the responsibility for contract planning and development, contract management and oversight for invoice processing for assigned contract to include serve as the liaison with procurement and revenue offices related to contract payments, reconciliation of invoice payment, coordinating and implementing contract related policies and procedures, and providing training and technical assistance. The incumbent monitors and evaluates Contract Manager Specialist (CMS) performance and reviews contract management files including but not limited to procurement documents, financial documents, data reports, corrective actions, amendment, and renewal documents, to ensure compliance with Federal regulations and State rules, regulations, policies, and procedures.
