SUMMARY OF DUTIES:
The Design Controls team is responsible for planning and scheduling the acceptance of design review submissions, developing and monitoring the anticipated duration of the technical review, developing and monitoring the anticipated cost of review, channeling each design submission to the appropriate design reviewer(s), monitoring for review completion and subsequent return of design review. The Manager Engineering Design Controls – Scheduling, as part of the collective Design Controls team, oversees scheduling activities to ensure compliance with Amtrak’s scheduling standards and guidelines, utilizing existing software tools, systems, and work processes to assist with effective scheduling and resource forecasting for technical design reviews within the Planning and Engineering Support group under Capital Delivery. The Planning and Engineering Support group is collectively comprised of the Design Controls and Design Management teams.  The Manager Engineering Design Controls – Scheduling also monitors and evaluates staff performance and provides feedback, coaching and mentoring to make a positive impact on department personnel within the Planning and Engineering Support organization.  

 


ESSENTIAL FUNCTIONS:

  • Lead the Design Management Team and Cost Estimator(s) with developing the anticipated duration for each anticipated design submission per project.
  • Develop, maintain, and monitor a schedule for all current and forecasted project design reviews based on the availability of design reviewers and estimated duration for each submission review.
  • Coordinate, track and communicate potential schedule changes to help ensure design review cost estimates and schedule changes are given visibility with the customer and internal stakeholders.
  • Oversee the intake submission process for design review documents from third-party customers and oversee the internal conveyance of subject documents to the scheduled reviewer(s).
  • Provide routine updates to leadership chain regarding schedule performance and resource forecasting.
  • Perform quality checks for scheduling deliverables, guide team to perform corrective actions when needed.
  • Ensure compliance with Amtrak project management standards and policies, third-party requirements, capital, operating and reimbursable requirements, industry best practices, and project-specific requirements.
  • Develop KPIs against baseline standards.
  • Prepare data submissions required during CAPD’s annual fiscal planning cycle, including collaboration with internal and external stakeholder.
  • Oversee monthly and quarterly data processes that interface enterprise and department-approved systems and tools with scheduling systems/databases.
  • Develop process and tools to support resource planning, intake processes and progress status reporting.
  • Clearly communicate all deliverables to Team.

 


MINIMUM QUALIFICATIONS:

  • Education: Bachelor’s degree in Engineering, Architecture, Project Management, Construction Management, Science, Business, Math or a related field.  Required education may be substituted for additional relevant experience in excess of the minimum requirements outlined below, on a two-for-one year basis.
  • Required specialized experience in area of assignment:
  • Must have authorization to work in the United States.

 

 

MIMINUM KSA (Knowledge, Skills, and Abilities):

  • Understanding of the design and submission review process, preferably as it pertains to the railroad environment.
  • Practical scheduling skills (schedule development, management, and reporting).
  • Strong working knowledge of Microsoft Excel, Access, PowerPoint, and MS Project
