Who are we?
The Department of the Secretary of State, Bureau of Motor Vehicles is seeking self-motivated candidates to fill the Director of Public Services position. In this position, you will play a vital role by being a member of a senior management team directing the development and coordination of services of the Bureau of Motor Vehicles, Public Services Division. Responsibilities of this senior level management position includes advising the Deputy Secretary of State on administrative and operating successes and challenges; overseeing the activities of the motor vehicle branch offices; and directing programs and policies in branch offices which include 13 branch offices and a mobile unit covering multiple locations throughout Maine; propose legislation, and establish, update and implement policies, procedures and rules related to branch operations. The position also is responsible for ensuring branch office facilities meet the needs of the staff and public. The Director reports to the Deputy Secretary of State for the Bureau of Motor Vehicles
Responsibilities include but are not limited to:
- Ensures the division of Public Services is aligned with the Bureau’s strategic Plan.
- Oversees, plans, and directs division operations, programs, and staff.
- Manages and supports approximately 100 employees including front line staff, front line supervisors, and mid-level managers.
- Collaborates Division Directors and other administrators to discuss and solve Bureau wide problems and issues that impact the effectiveness and efficiency of programs and organizational operations.
- Prepares, evaluates, and implements budgeting, staffing, and related operational procedures, functions, and needs in order to maximize use of available resources.
- Drive cultural transformation initiatives to foster a work environment that promotes collaboration, innovation, and continuous improvement.
- Ensure coordination and consistency across organizational efforts.
- Studies, analyzes, and formulates, develops and implements new and revised rules, policies and procedures in order to respond to changes in operational and/or program needs, objectives and priorities.
- Analyzes data and information; identifies challenges, trends, and quality control issues as well as effectiveness in serving Maine’s diverse populations.
- Ensures branch facilities meet the needs of the public and employees.
- Reviews and analyzes the impact of proposed state and federal legislation on Maine motor vehicle laws, rules and regulations related to branch operations and drafts responses to the proposed legislation.
- Leads team to ensure a positive, equitable, quality customer experience for all Mainers at BMV branches.
- Represents the department, bureau and division at meetings, conferences, working groups and workshops.
- Drafts and delivers presentations.
