The Department of Population, Family and Reproductive Health is looking for a Sr. Program Officer II (SPO II) to join project BESAFE, or Behavioral and Educational Strategies for Avoiding Falsified Medicine Exposure. This project is undertaking a global survey of healthcare providers to gauge their experience dealing with patients’ exposure to counterfeit and fake medications. Findings will be published and awareness campaigns developed.
The SPO II responsibilities include program development, finance, work plan development, presentation and tracking, reporting, monitoring and evaluation, business development, materials development, and knowledge management.
The SPO II will work closely with the Principal Investigator to ensure strong collaboration between the project team, partners, donors and intellectual contributors. Applicants must have solid professional experience working with public health projects providing programmatic leadership.
Specific Duties & Responsibilities
- Provide strategic, technical, and programmatic oversight for the development and implementation of survey and identify and source needed technical support beyond his/her technical competencies.
- Work In close coordination with the Principal Investigator to ensure quality Implementation of programs.
- Ensure timely, accurate and appropriate reporting of program activities and results to the donor in conjunction with the PI.
- Lead Annual Symposium bringing together leaders, experts and professionals to discuss the burden of Substandard and Falsified (SF) drugs and explore innovative strategies for public health safety.
- Help research potential collaboration and leverage opportunities as well as cultivate donors and other strategic connections and seek new opportunities for growth.
- Present effective representation and promotion of the BESAFE project at technical conferences and events, through presentations, networking, and audience engagement.
- Lead all aspects of the proposal process from initial inception and search through to submission for all prospective investments. This includes leading all writing, including overall proposal structure, context and background sections of the proposal.
- Supervise one staff member.
- Operate with a high level of independent action in performing the aforementioned duties and is expected to model desired practices in knowledge management, communication, use of technology, and supervision and advocating for best practices.
Minimum Qualifications
- Master's Degree in a related field
- Six years related program management experience in public health or medicine
- Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- Advanced academic degree in public health (PhD or equivalent).
- Work experience in pharmacovigilance or research on quality of medicines.
- Budget development and proposal writing experience.
- Excellent facilitation, writing, diplomatic and interpersonal skills with an ability to be a strong presence in workplan meetings, data workshops, donor and stakeholder meetings.
