About the role

The College of Veterinary Medicine invites applicants to apply for the position of Business Manager, located within the Biomedical and Diagnostic Sciences department. This position manages and has approval authority over business, financial, budget, and other administrative functions within the Department of Biomedical and Diagnostic Sciences at the UT Institute of Agriculture. Position assures policy, procedure, and legal compliance in financial, human resources, and grant and contract administration. Position manages and oversees all business operations within the unit, providing advanced accounting and budgeting support to the department.

Budget and Financial Operations

  • Serves as primary resource and advisor to department leadership on financial and business activities
  • Administers and has approval authority, in conjunction with the department head, on financial, budgetary, and related business activities
  • Manages the department's budget including annual budget development, oversight, forecasting and maintenance
  • Manages all departmental financial operations including oversight of business functions and data entry activities (purchase requisitions, sole source justifications, accounts payable, accounts receivable, procurement card, internal transfers, petty cash reimbursements, etc.)
  • Coordinates and oversees departmental ledger reconciliation including tracking, investigating, and resolving variances and maintaining accurate balances
  • Assures all departmental financial operations are compliant with UT Fiscal Policies and Procedures
  • Coordinates and oversees general business operations such as facility space inventory, equipment inventory, etc.
  • Evaluates existing departmental internal business procedures and develops then implements improvements with department head consensus
  • Prepare regular and ad hoc financial reports for the department head, diagnostic laboratory services director, and diagnostic laboratory directors
  • Works in conjunction with the Executive Director of Business and Finance to develop and manage the departmental budget
  • Supervises departmental financial bookkeeping staff and oversees work of departmental staff as it relates to financial, human resource, and budget matters
  • Performs financial and human resource departmental training functions for faculty and staff

 

Human Resource/Payroll Operations

  • Has approval authority, in conjunction with department head, on human resource, personnel, and payroll related business activities
  • Reviews and oversees human resource, personnel and payroll actions initiated by the department
  • Review and oversight includes position creation and management related to budget, new hires, position transfers, and E-Forms for pay changes, funding changes, terminations, additional payments, salary transfer vouchers, etc.
  • Assures departmental actions are compliant with UT Human Resource Policies and Procedures
  • Performs ad hoc human resource, personnel and payroll reporting delivering requested information to the department head, departmental faculty, and Dean's office.
  • Evaluates existing departmental internal business procedures and develops then implements improvements with department head consensus
  • Reviews the work of departmental staff who process human resource, personnel and payroll actions

 

Pre-Award Research Administration

  • Has approval authority, in conjunction with department head, on grant and contract agreements, subcontracts, and associated documents such as MTA's 
  • Assists and provides direction to departmental Principal Investigators (PI's) in planning and budget development for external sponsored research proposals
  • Assists and provides direction to departmental PI's on grant and contract policies
  • Works with UT Institute of Agriculture pre-award grants and contract offices to troubleshoot problems, facilitate submissions and correct PI errors

 

Post-Award Research Administration

  • Assures cost accounting principles on sponsored research agreements are complaint with Federal Office of Management and Budget Uniform Guidance 2 CFR 200 for federal awards
  • Works with UT Institute of Agriculture grants and contract office to process award documents and establish new accounts on awarded sponsored projects
  • Assures that expenditures on sponsored research accounts, grants, and contracts comply with agreeme
