The Work

The Business Analyst III  is responsible for overseeing, managing, and implementing the development of documentation for the client’s business needs. This position requires a blend of technical expertise, project management skills, and collaboration with various stakeholders to ensure the successful translation of current system functionality into actionable system requirements.

Responsibilities

  • Reviews, analyzes, and evaluates business systems and user needs.
  • Formulates systems to parallel overall business strategies. 
  • Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
  • Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
  • Other duties as assigned.

Qualifications

Here’s What You Need

  • 8 years of experience with Coordinating with outside vendors to complete projects and service requests; and define, assign, and evaluate their work.
  • 8 years of experience with Developing and/or reviewing of project artifacts such as test cases, requirements documentation and traceability, design and technical specifications.
  • 8 years of Consulting on the analysis of a system, troubleshoot problems, and support solution implementations.
  • 8 years of managing a project’s scope, acceptance, and deployment, and monitor system integration and user acceptance testing.
  • 8 years of Identifying a project’s potential risks and difficulties and design strategies to mitigate or avoid them.
  • 8 years of performing analysis of HHS policies, procedures, and standards to determine their effect on automated systems and system functional areas.
  •  Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills:

  • Must possess problem-solving skills.
  • Exceptional communication skills, both oral and written
  • Ability to respond effectively to customers with a sense of urgency.
  • Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.
  • Highly motivated with the ability to handle and manage multiple tasks at any one time.
  • Ability to forge new relationships, individual and teaming in nature.
  • Must be a Self-starter, that can work independently and as part of a team.

 

Preferred Qualifications:

  • 3 years of experience with using TFS to create, manage, and maintain requirements throughout the development life cycle.
  • 3 years of working in an Agile environment (preferably SAFe).
  • 3 years of experience using Microsoft products, such as MS Office, SharePoint, and Copilot.
  • 3 years of demonstrated understanding of enterprise system components such as user interfaces, data layers, infrastructure, and integrations; knowledge of business rules

and workflow orchestration; familiarity with Azure‑hosted cloud solutions.

  • 3 years of experience/ knowledge of Texas HHSC processes as well as Texas Medicaid and CHIP systems.
  • 3 years of experience updating portfolio project management tools and management of state level major information resource project information.
