Job Description
Position: HR Spec - Transition Compensation Analyst
Location: Lexington, KY (Day 1 Onsite)
Duration: 7 Months
Specific Deliverable
Will need to provide for approval a contractor employee compensation plan (CECP)that demonstrates compliance with the compensation requirements of the Department of Energy contract. The CECP describes policies regarding compensation, pensions, and other benefits, and how these policies will support at reasonable cost the effective recruitment and retention of a highly skilled, motivated, and experienced workforce. This will involve review of the incumbent contractors’ existing compensation plans (e.g., salary structures, variable pay programs, job worth hierarchy to market, etc.) to formulate an approved plan for submission.
Required skills/knowledge.
1. Excellent knowledge of total compensation concepts, including philosophy, strategy, and design
2. Understanding of market-based compensation elements
3. Ability to analyze existing compensation systems, identify strengths and opportunities, suggest alternative approaches as appropriate.
4. Capacity to design, develop and/or modify compensation programs, policies, and procedures.
5. Working knowledge of government regulations such as the Fair Labor Standards Act (FLSA) and the Services Contract Act (SCA) to ensure compliance.
6. Working knowledge of Federal Acquisition Regulation (FAR) 31.205-6 and Department of Energy Acquisition Regulation (DEAR) 970.3102-05-6 application to contractor’s total compensation system
7. Ability to understand requirements outlined in a DOE RFP Section H clause provision.
8. Strong research capabilities to identify and support understanding of and compliance with unique state and local government compensation related requirements.
9. Ensure compliance and alignment with company objectives.
10. Provide advice and guidance to senior management regarding compensation challenges.
11. Strong written and verbal communication skills, ability to prepare professional presentations for customer briefings.
12. Ability to coordinate with incumbent contractors to develop final compensation plan submittal.
13. Strong emphasis on quality and process improvement opportunities
Basic Qualifications:
• Bachelor’s degree in human resources, Business Administration, Finance, or other related field and seven (7) to nine (9) years of progressive and relevant compensation experience
• Proficiency in Microsoft and other standard office software
