Description

Position Overview: 

Under the administrative direction of the Chief Operations Officer (COO) or designee, the Enhanced Care Management (ECM) Director/Administrator is responsible for managing the day-to-day operations of a system of services, including Enhanced Care Management and Community Supports, within a large geographic region. This leadership position is responsible for all aspects of service development, design, and implementation, ensuring high-quality service delivery and compliance with regulatory guidelines. The Director/Administrator will oversee clinical and non-clinical staff, develop strategic partnerships, and collaborate with other BVHPF Directors to coordinate care across mental health and health services programs. 

The Director in this position will have at least eight years of successful, progressively responsible experience in a social service or mental health organization, including experience managing providers serving multi-ethnic urban populations. 

The successful candidate also will have a proven track record of strong people, program, project, budget, compliance, and contract management in a large-scale government, corporate, nonprofit, social enterprise, or hybrid organization with an entrepreneurial mindset focused on health and human services. 

The ECM Director Primary Responsibilities Include: 

  • Manage the day-to-day operations of ECM and Community Supports programs, ensuring alignment with BVHPF's mission and CalAIM goals. 
  • Provide leadership and supervision to assigned staff, ensuring they perform their established duties and meet program goals. 
  • Oversee all phases of the management process for the assigned program, including service delivery, staff supervision, and program evaluation. 
  • Ensure service coordination with existing mental health programs, Program Directors, and Regional Directors. 
  • This role oversees a unique system of service that may be embedded in existing programs or contracted directly with insurance plans. 
  • Lead the development, design, and implementation of ECM and Community Supports services, ensuring that programs meet the needs of diverse populations, including those experiencing homelessness or behavioral health challenges. 
  • Assess, develop, and implement plans to meet programming and service provision needs, ensuring compliance with CalAIM guidelines and other regulatory requirements. 
  • Provide clinical oversight for ECM services, ensuring staff compliance with productivity standards and the fiscal viability of the program. 
  • Stay abreast of CalAIM guidelines and ensure compliance with ECM and Community Supports regulations. 
  • Ensure services meet quality management standards, including documentation, billing, and service provision requirements. 
  • Develop and maintain relationships with insurance plans and other systems of care to enhance and expand services provided. 
  • Represent BVHPF at community meetings and stakeholder events as assigned, liaising with County personnel, insurance plans, and other government bodies regarding program design, audits, and regulatory issues. 
  • Conduct public relations activities in coordination with the administration to promote BVHPF's services and foster strong community relationships. 
  • Provide prompt intervention during crises to stop the situation and notify relevant stakeholders as needed. 
  • Ensure the safety, health, and well-being of both staff and members, providing on-the-spot support consistent with BVHPF's philosophy. 
  • Collaborate with the Fiscal Department to develop and monitor program budgets on a monthly and annual basis. 
  • Ensure financial compliance with contractual agreements and funder requirements, adjusting budgets as needed for program changes or growth. 
  • Ensure overall compliance with service agreements, including outcomes, and maintain high-quality standards in service delivery. 
  • Provide all necessary reports to funders and BVHPF Administration in a timely manner. 
  • Supervise and support assigned staff in performing their program responsibilities, ensuring alignment with BVHPF’s mission and goals. 
  • Offer performance feedback, coaching, and professional development opportunities to staff. 

Requirements

Knowledge and Skills Required: 

  • Master’s Degree in Social Work (MSW) or Marriage and Family Therapy (MFT) 
  • Active, unrestricted LCSW license issued by the California Board of Behavioral Sciences 
  • Minimum of 5 years of experience in program management, preferably in nonprofit, health, or social services sectors 
  • Strong leadership skills with experience managing multidisciplinary teams
