The Agency of Human Services (AHS) is seeking an innovative executive to lead the Department of Disabilities, Aging, and Independent Living (DAIL). DAIL is dedicated to making Vermont the best state in which to grow old or to live with a disability – promoting dignity, respect, and independence. At its core, DAIL manages a diverse portfolio of programs aimed at enhancing the quality of life for older Vermonters and individuals with disabilities.
The Commissioner serves as the Chief Executive Officer and is responsible for advancing the mission and priorities of the department. The Commissioner will join a dynamic and experienced leadership team in leading DAIL’s 331 employees.
The Commissioner of DAIL will be responsible for providing visionary leadership and strategic direction to achieve the department's mission. The successful candidate will oversee the management of the following key programs:
- State Unit on Aging: Develop and implement policies and programs that address the unique needs of Vermont's aging population.
- Vermont's Choices for Care Medicaid Program: Manage and optimize the Medicaid program to ensure quality care and access to appropriate supports for eligible individuals.
- Adult Protective Services, Survey and Certification: Direct efforts to safeguard vulnerable adults, conduct surveys, and ensure compliance with regulatory standards.
- Developmental Disabilities Services: Develop and implement services that support children and adults with developmental disabilities, promoting independence and inclusion.
- Office of Public Guardian: Oversee guardianship services, ensuring the protection of the rights and interests of individuals under public guardianship.
- Assistive Technology Program: Manage initiatives to provide technology solutions that enhance independence and accessibility for seniors and individuals with disabilities.
- Employment Services: Direct employment services, including HireAbility Vermont and the Division for the Blind and Visually Impaired, to promote workforce inclusion for individuals with disabilities.
The Commissioner is accountable to the Governor of Vermont, the Secretary of the Agency of Human Services, the Vermont Legislature, federal partners, participants of DAIL programs, and Vermont taxpayers. The Commissioner is responsible for day -to-day operations of the department. The Commissioner speaks on behalf of the department, which may include presentations at committees, boards, and national conferences. The Commissioner also provides statements to the media, as well as official testimony at the request of the Vermont Legislature. This position requires a strong leader who is collaborative and compassionate, and who can communicate clearly and effectively with a broad array of audiences.
The Agency of Human Services seeks a leader for the department who is dedicated, responsive, adaptable and who can effectively maneuver through complex policy, process, and people-related organizational dynamics.
