Senior Director - Emergency Management - Per Diem Day

Responsible for providing leadership, direction, management, and administration of departmental operations and services to ensure accomplishment of objectives under the direction of senior leadership.

• Responsible to the System Vice President of the Mount Sinai Health Emergency Management Department. The Senior Director will ensure that emergency management activities are performed in alignment with the Mount Sinai Health System’s Emergency Management Vision and Strategic Plan.
• At the direction of the MSHS Vice President of Emergency Management, the Senior Director will undertake initiatives that assist in reducing overall impact that disruptions may have on the health system
• Directs, supervises, and coordinates the design, development, and implementation of all Emergency Management Plans, Policies and Procedures in accordance with applicable federal, state, local and institutional regulatory bodies, specifically The Joint Commission on Accreditation (TJC) and the US Dept of Health and Human Services Center for Medicare and Medicaid Services (CMS).
• Interacts with emergency management as well as clinical and administrative staff to ensure compliance with standards and regulations including The Joint Commission and the Centers for Medicare and Medicaid Services (CMS) including but not limited to conducting mock compliance surveys.
• In collaboration with system leadership, develop and manage the Corporate Business Continuity Program, including but not limited to:
  1. Development and management of the business continuity program’s governance structure;
  2. Identification of corporate essential functions, dependencies, crisis communication needs, alternate work locations, etc.;
  3. Development of comprehensive continuity plans;
  4. Design, development, and implementation of continuity workshops;
  5. Collaboration with appropriate departments, such as Digital and Technology Partners (DTP), to support the Business Impact Analysis (BIA) process;
  6. Development and assessment of relevant Business Continuity Program metrics and milestones.
• Collaborates with the System Director of Emergency Management Training and Education to ensure the training program and all related materials align with applicable standards.
• Collaborates with the Senior Director of Emergency Management to assist in the development and implementation of initiatives that comply with all applicable regulations. 
• Collaborate to develop and implement the system’s risk assessment process, including the development of the Hazard Vulnerability Analysis (HVA) tool and the Threat and Hazard Identification and Risk Assessment (THIRA).
• Collaborate with relevant stakeholders to develop and implement Crisis Communications.
• Assists in the selection, employment, and development of Emergency Management staff.        
• Develop and oversee strategy development, as well as the quality assurance and improvement program, that supports the development and completion of all Emergency Management Targeted Essential Functions (TEF).
• Represent the department at public and professional meetings and conferences, as requested. 
• Collects data, prepares reports, and analyzes statistics for presentation to and discussion with leadership, and responds to correspondence in a timely manner.
• Maintains professional affiliations and enhances professional development to keep pace with healthcare Emergency Management and other relevant healthcare trends.   
• Manages the design and evolution of the virtual Emergency Operations Center platform, including the Status Report (STATREP). 
• Manages the department’s regulatory readiness program, including but not limited to facilitating and participating in system mock surveys, updating system templates, and maintaining readiness tools and resources. 
• Maintains strict confidentiality.
• Is prepared to substitute for the System VP for EM during their scheduled/unscheduled absence
• The Senior Director may be required to work nights, weekends, and holidays with little or no notice.
