In 2016, the Commonwealth of Virginia selected a Cintra-led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 Outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29). Once completed, the project will include three toll-free general-purpose lanes in each direction and two express lanes in each direction with a state-of-the-art open-road electronic toll collection system. Expanded transit service, park-and-ride lots and interchange enhancements will further improve travel along I-66. The project will also connect several shared use paths to create more multimodal options. As an innovative and efficient public-private partnership, this project will be completed at a $2.5 billion net savings for the Commonwealth of Virginia.

Job Description:

Summary: I-66 Express Mobility Partners (EMP) is part of a major beltway project that is transforming Northern Virginia’s Interstate 66 to provide new travel options. The project consists of building and maintaining 22.5 miles of new express toll lanes on I-66 outside the beltway from I-495/Capital Beltway to Gainesville, VA.

Under general supervision, the Occupational Safety & Health Coordinator will assist the Safety Manager in implementing, monitoring, and coordinating safety programs to include assisting with safety inspections, accident investigations, and safety training.

Essential Duties and Responsibilities:

1. Conducts safety walks/audits and provides recommended corrective actions for both internal employees and contractor/subcontractors.

2. Assists in the collection of data for vehicle accidents, employee injuries, property damage, and near miss cases.

3. Assist with the investigation of safety concerns and the implementation of improvement.

4. Assist with Job Hazard Analysis (JHAs) and work zone and facilities inspections when necessary.

5. Participates in the implementation, maintenance, and monitoring of safety programs related to Highway Maintenance and Tolling activities as well as other applicable OSHA safety compliance programs.

6. Works closely with EMP Operations team on safety initiatives and provides advice and coaching on corrective actions.

7. Delivers toolbox talks and other coaching/learning opportunities as assigned by Safety Management.

8. Responds to emergency situations and represents the Safety Department by maintaining a regular presence on the tollway.

9. Documents findings and prepares reports outlining findings/recommendations to Safety Management.

10. Performs other job-related duties as assigned by Safety Management in support of the EMP Safety Program.

Qualifications: (Knowledge Skills & Abilities):

Education & Experience:

- Associates degree, preferably in a safety related field, or at least 2 years of relevant experience directly related to the duties and responsibilities specified.

- OSHA-10 Certified (or able to get certified within 6 months)

- Familiar with the concept of Root Cause Analysis (RCA)

- Incident investigation and/or emergency response experience

- CPR/ First Aid training

- Must have a valid driver’s license with a satisfactory driving record

- Must have a general knowledge of OSHA and OSHA Programs

- DOT Worker Protection Certified- preferred

- DOT knowledge a plus

- Coaching/Training experience a plus

- Proven problem solver

- Detailed oriented

- An effective communicator able to coach & present materials in front of large audiences comfortably.

- Able to operate in a fast past environment and adapt quickly to an ever-changing environment

- Comfortable having difficult conversations when it comes to compliance to safety protocol

- Ability to gather data and compile information
