General Description and Classification Standards
Plans and coordinates all aspects of internal IT specific projects from initiation to delivery. Projects may vary in size, number and complexity. This level would be focused on smaller or less complex projects. This is an experienced professional level capable of carrying out most assignments typical of the profession with limited guidance or review.
Supervision Received
Depending on organization structure, may work independently with responsibility for an assigned project and under very general supervision.
Essential Duties & Responsibilities
These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.
- Projects often involve computer network enhancements, file server additions or upgrades, software implementation and upgrades, or PC deployment and the like.
- Coordinates work done by IT staff and internal customers/partners by defining project requirements, performing feasibility and needs/impact assessments.
- Develops detailed project plans and manages all implementation processes including resource allocation, progress tracking, monitoring change control process, testing, documentation, training and on-time delivery within budget constraints.
- Plans and designs enhanced system configurations and ensures materials and equipment are in place to succeed with project implementation.
- Trains and mentors staff in the procedures used in configuring complex information systems.
Decision Making
Performs work under general supervision with review and advice from manager. Establishes work methods, timetables, performance standards, etc.
Leadership Provided
Typically formal project management and/or skills development responsibilities.
Knowledge, Skills & Abilities

Extensive knowledge of concepts, processes, and tools utilized in project management and tracking.
Knowledge of computer systems and state of the art deployment and configuration methodology.
Well developed technical skills related to assessing current systems layouts and planning and designing system upgrades and enhancements.
Ability to plan and carry out most typical assignments within professional area.
Ability to train others.
Ability to build effective relationships within the City organization.
Minimum Qualifications Education and Experience
Bachelor’s degree in computer science, engineering or business (equivalent professional experience may be considered for substitution for the required degree on an exception basis). 2 years' of specific professional experience such as team or project lead.
Preferred Education & Experience
Master’s degree in computer science, engineering or business (equivalent professional experience may be considered for substitution for the master’s degree on an exception basis) with 2-4 years' of experience.
Licensures and Certifications
None required.
