The San Francisco Health Service System (SFHSS) was established in 1937 to provide medical care for municipal employees. SFHSS is responsible for all health benefits administration, including medical, dental, vision, flexible spending accounts (FSA), and a wide array of voluntary benefits for the employees, retirees, and covered dependents of the City and County of San Francisco (CCSF), San Francisco Unified School District, City College of San Francisco, and Superior Court of San Francisco.

Today, we serve over 130,000 employees, retirees, and their covered dependents. The department is comprised of seven divisions: Administration, Finance, Member Services Communications, Enterprise Systems and Analytics (ESA), Contracts, and Well-Being.

The Sr. IS Business Analyst serves as a key point of contact for internal staff responsible for providing benefits coverage to eligible employees and retirees, including the Member Services and Finance divisions. This position provides complex technical and operational systems support for PeopleSoft Benefits Administration.  In addition to analyzing and resolving user support issues and executing production processes, this role is responsible for documenting, configuring and testing business requirements and writing desktop procedures.

Examples of Important and Essential Duties

  1. Provide functional expertise on the use of PeopleSoft Benefit Administration module.
     
  2. Serve as a technical resource for users in relation to system functionality; Works with end users in troubleshooting and resolving processing / production issues and/or errors; Researches and evaluates solutions to assist the end user to meet their changing business needs and the goals of the department.
     
  3. Gather business requirements from business partners and develop functional specifications.
     
  4. Perform functional testing by creating, maintaining, and executing test scripts and plans.
     
  5. Collaborate with the Controller’s Office System Division (PeopleSoft) team in resolving system issues, program testing, or other system related matters.
     
  6. Collaborate with outside vendors in resolving interface file transmission issues or in relation to any changes with the interface files.
     
  7. Produce data extracts and generate reports using PeopleSoft Query Tools.
     
  8. Execute production processes.  Utilize Oracle SQL Developer and Query Manager.
     
  9. May participate and represent SFHSS in meetings with the Systems Division, Payroll (PPSD), or other related departments or committees, as needed.
     
  10. Support the implementation of enhancements, new functionality, bug fixes and system upgrades.
