Coordinates and manages the development of a department's financial plan, including capital and operating budgets, and financial strategies, oversees department human resources activities, and participates in the development and implementation of department goals and objectives.

Position Specific Summary

The Recruiting Unit Manager position at the City of Tucson’s Police Department guides and develops the Recruiting Unit team, manages recruitment assignments, ensures efficient and effective strategies are implemented, and helps develop the Tucson Police Department brand. This position must develop and maintain strong relationships with hiring managers, human resource team members and business leaders to continually develop a pipeline of extraordinary talent.

Work is performed under the supervision of the Police Lieutenant. This position exercises supervision over the Recruiting Unit division personnel.

Duties and Responsibilities

  • Identifies new areas to generate consistent pipelines to streamline recruiting efforts. Manages and implements new outbound sourcing strategies. Oversees the recruitment team to ensure all recruiting needs of the department are met including hiring goals, sourcing goals, and operational goals. Monitors levels of recruiting resources, establishes timelines for job fairs, school events, and special events. Monitors progress on recruitment and outreach goals. Writes communications and reviews and edits communication prepared by staff. Approves completed projects and written communications used at events.  

  • Develops department marketing strategies to include traditional media, print, and social media. Coordinates with the Public Information Office to produce unified messaging and branding and coordinates the preparation of auxiliary documents. Works with the Human Resources team for outreach on recruitments to ensure maximum applicant count. Makes and monitors phone calls to potential applicants. Attends in-person events, including after hours and on weekends. Explains benefits of working for the City of Tucson to potential applicants. Solicits feedback from applicants and candidates to determine effectiveness of implemented strategies.

  • Motivates team to achieve section goals by guiding, training, and encouraging employees. Assists with the implementation, evaluation and interpretation of department policies, projects and procedures. Maintains oversight of staff at meetings, events, and testing processes. Controls appropriate unit staffing, disciplines employees when necessary. Manages timekeeping, staffing, and employee payroll.

  • Produces regular updates and reports on effectiveness of unit. Coordinates with Department Analysis division to produce statistics related to the unit functions to be provided to Command Staff. Conducts research and studies about recruiting initiatives, reviews paperwork and department procedures, and monitors expenditures.

  • Performs all other duties and tasks as assigned.

Working Conditions

Must be available to work nights, weekends, and holidays.

MINIMUM REQUIRED QUALIFICATIONS:

Education:

Bachelor's degree

Work Experience:

Five (5) years of directly related experience

Any combination of relevant education and experience may be substituted on a year-for-year basis.
