The Software Lifecycle Manager performs multi-functional operations encompassing procurement management, personnel security oversight, and technical documentation development. ​Responsibilities include:  

​Purchasing/Procurement: 

  • ​Manage procurement operations including vendor quote requests and contract negotiations 
  • ​Oversee preparation and maintenance of audit-compliant procurement files and financial tracking systems 
  • ​Monitor and track financial transaction data and administrative tracking logs 
  • ​Lead procurement process improvements and cost optimization initiatives 
  • ​Ensure compliance with operational instructions, state, and federal procurement regulations 

​Personnel Security Management: 

  • ​Oversee personnel security compliance programs and documentation management 
  • ​Lead security awareness initiatives and ensure team adherence to security protocols 
  • ​Manage security-related communications through emails, meetings, and leadership presentations 
  • ​Ensure compliance with operational instructions, state, and federal security regulations 
  • ​Conduct regular security awareness training and updates for staff 

​Technical Documentation: 

  • ​Create and maintain standard operating procedures and process documentation 
  • ​Mine data and insights to uncover areas for focus, improvement, and reimagination in documentation processes 
  • ​Manage creation of training materials, reference guides, and process improvement documentation 
  • ​Lead special initiatives and cross-functional projects to enhance operational effectiveness 
  • ​Support process excellence initiatives through clear and effective documentation 

​General Operations: 

  • ​Provide regular progress and performance updates to leadership 
  • ​Maintain detailed tracking systems and administrative logs for monitoring performance 
  • ​Perform other duties as assigned 

​Qualifications/ Technical Experience Requirements:  

  • ​Must be a U.S. citizen 
  • ​Microsoft Office Suite experience (Excel, Word, PowerPoint) required 
  • ​Bachelor's degree preferred; Associates degree with relevant management experience required 
  • ​5+ years of operations management experience with team leadership responsibilities 
  • ​Data analysis and reporting capabilities 
  • ​Effective oral and written communication skills 
  • ​Administrative tracking and log maintenance experience 
  • ​Financial operations support knowledge 
  • ​Process improvement mindset 
  • ​Motivated, quick learner with attention to detail 
  • ​Ability to multitask in a fast-paced environment 

​Preferred Experience: 

  • ​Experience with analyzing performance metrics, identifying trends, and developing action plans 
  • ​Background in reviewing and analyzing performance statistics 
  • ​Experience managing communications with stakeholders through various channels 
  • ​Experience in compliance with operational instructions, state, and federal regulations 
  • ​Proactive identification and implementation of strategies to improve quality and productivity
