About the Role
TB&T seeks to collect all revenues owed to The Port Authority of New York and New Jersey for vehicular travel across our bridges and tunnels, through various tolls and fees. The Principal Transportation Programs Analyst assists with various aspects of toll revenue recovery including violations processing, customer inquiries, notice enforcement, image review, payment processing, account maintenance, notice adjudication, and collections. The position is also responsible for servicing selected Managed Accounts to assist large fleet owners/operators in managing portfolios and relationships for high-volume violation accounts, such as corporate fleets, rental car companies, and/or government agencies to ensure ongoing revenue collections for the Agency. These tasks require a business analyst with technical and analytical experience to retrieve data from databases, conduct analysis, observe and assess trends, and make recommendations on how to handle various violations issues.
Reporting to the Supervisor the Revenue Recovery Team, the selected candidate will support the toll collection program with specific responsibilities for assisting in toll violations recovery and the New York State Department of Motor Vehicle (NY DMV) vehicle suspension program and oversee certain Managed Accounts and staff. The position is responsible for the following activities
Responsibilities
- Compile supporting documentation for vehicle suspension of persistent violators through the NY DMV Registration Suspension Program, meeting productivity standards for weekly cases
- Run queries and generate reports related to toll violations
- Conduct research of violation accounts using Vector and Crystal reporting systems
- Work on the Managed Accounts Program to improve revenue collections rate, by reconciling business and individual violation accounts
- Identify and resolve issues with violation accounts, transponders and transactions.
- Record and confirm payment applications received via the Managed Accounts Program
- Develop and maintain direct relationships with assigned violation account holders through various communication efforts/contact
- Run queries and review existing reports to source new managed accounts customers.
- Track and summarize violations data using pivot tables, power BI dashboards and other reporting tools to identify historical trends and communicate to stakeholders
- Research and provide ad hoc data to support confidential and law enforcement related matters
- Serve as the primary point of contact for PAPD, OIG and outside law enforcement investigations which may take place after traditional business hours and on weekends
- Assist with other violations recovery efforts as needed
Minimum Qualifications
- Bachelor’s Degree from an accredited college or university.
- 1-3 years’ relevant work experience in data management, accounting, and/or customer service with quantitative and analytical skills.
- Excellent written, oral communication and presentation skills, including experience in summarizing results of analyses.
- PC proficiency with experience in Microsoft Office applications, with strong experience in Excel and Access.
- Proficiency with analytical/automation tools, including SQL, Power BI, Power Automate, and Power Apps.
- Strong research, analytical and organization skills.
- Ability to gather data, perform process analysis, and provide recommendations.
- Experience collaborating with outside contractors and consultants.
- Strong ability to maintain composure and support ad hoc urgent priority requests
- Ability to work independently and take initiative to identify problems and offer meaningful solutions
- Actively seek patterns, trends, and anomalies in large datasets. This involves being proactive in exploring data sources, understanding the story behind the numbers, and asking "why" and "how" questions to gain a deeper understanding.
