Position Overview and Responsibilities:

NONPOINT SOURCE MANAGEMENT PROGRAM

DIVISION OF WATER RESTORATION ASSISTANCE

 

Serves as project manager for the Florida-Friendly LandscapingTM Program, including FFL-related activities and contracts. Oversees nonpoint source pollution education initiatives in coordination with the Program Administrator. Provide technical assistance to stakeholders, coordinate scheduling of staff and education tools for public education opportunities as needed. Approximately 10 assigned grant agreements for preventing or treating nonpoint source pollution in Florida or other water quality improvement funded agreements. The incumbent will be required to work 40-hour work weeks, Monday through Friday, and be present for work between the core hours of 9AM – 3PM on site at your workstation. Moderate travel will be needed. The incumbent will directly supervise 3 Environmental Specialist III positions.

 

As a supervisor the incumbent will effectively communicate, motivate, and evaluate direct work performance, and is responsible for time and attendance of subordinates. Supervise Nonpoint Source Management Program project managers and facilitate the development and execution of grant agreements. This individual will provide technical supervision over the grant managers, act as grant manager for selected projects, and coordinate activities with the Program Administrator.

 

Serve as project manager for the Florida-Friendly Landscaping (FFL) Program. Responsibilities may include managing FFL related grants and contracts, representing DEP’s interests in relation to the FFL program, providing strategic planning support, providing technical review for educational materials, and facilitating a working relationship between FFL, DEP, and other stakeholders.

 

Oversee the Nonpoint Source Pollution Management Program’s education initiatives, in coordination with the Program Administrator. Tasks may include consulting on science communication best practices, overseeing website updates, providing technical review, and meeting facilitation. This position is also responsible for working with the Program Administrator and Grants Coordinator to select projects that support the program’s 5-year management plan.

 

Assist the Program Administrator with developing and implementing statewide water quality management programs, including any state and/or federal funding sources. This work includes assisting the Program Administrator with implementation of the state nonpoint source management plan in accordance with the requirements set forth in state and federal law; developing regulatory and non-regulatory watershed management strategies; overseeing the development of standards and specifications for management practices to abate nonpoint sources; directing technical assistance and public education programs to help control nonpoint sources. Assist the Program Administrator with the grant solicitation and project evaluation process.

 

Supervise staff and provide guidance and direction to ensure the proper review of scopes of work, agreements, reimbursement requests, supporting documentation, and other documents and information to complete program projects in accordance with programmatic requirements and grant agreements.

 

Work with the Program Administrator to develop rules and operating procedures to promote programmatic effectiveness. Assist with information requests, intergovernmental reviews, special projects, correspondence, and coordination between the department and outside agencies and stakeholders.
