Overview:
We are seeking a Project Controls Staff Member to support the project controls efforts on either large-scale scientific research and development projects or large scientific instrument projects.

Major Duties/Responsibilities:
- Support principal investigators or project directors in facilitating and coordinating project activities, project reporting, sponsor communication and field work coordination.
- Work with project staff to develop and maintain schedules, cost estimates, assist with risk identification, and change control.
- Provide day-to-day support to the project with schedule and cost maintenance, status, and forecasting and assist in generating monthly reports on project status and performance.
- Perform ad-hoc activities as directed by the project manager, principal investigator or project director.
- Support the project management staff in preparing for various project reviews, including internal and external project status reviews.

Basic Qualifications:
- A BS/BA degree in project management or construction management, business, or engineering.
- A minimum of five years of applicable experience.
- Experience with Oracle Primavera.
- Experience with Earned Value principles.
Preferred Qualifications:
- Demonstrated practical experience in neutron scattering or similar facilities and mission.
- Ability to execute projects from beginning to end; include initiating, planning and monitoring & controlling/reporting on projects, and interfacing with DOE HQ sponsors.
- Completed project management training and/or certification.
- Some hands-on experience with: Deltek Cobra or similar cost processors, risk analysis and simulation software, change control applications, and custom system and report development.
- Previous experience with similar projects.
- Demonstrated interpersonal skills working in a matrix/collaborative environment with a broad range of individuals, including scientists, engineers, senior management, administrators, and technicians.
- A solid understanding of the PMI/PMBOK Process Groups and Knowledge Areas, and hands-on experience with the processes within the Knowledge Areas of Integration, scope, time, cost, communication, risk, and stakeholder management.
- Experience with project controls and project management tools, particularly in terms of portfolio management and scope organization, defining deliverables & requirements, detailed scheduling & cost estimation, resource loading, budgeting, status & reporting, and change control.
- An advanced degree in project management, business management, or related discipline.
- Professional certification in project management as a Project Management Professional (PMP) or American Association of Cost Engineers (AACE).
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
This position is located in Oak Ridge, Tennessee and requires onsite presence. We offer a flexible work environment that supports both the organization and the employee. A hybrid/onsite working arrangement may be available with this position, which provides flexibility to work periodically from your home, while reporting onsite to the Oak Ridge, Tennessee location on a weekly and regular basis.
