The SR400 Express Lanes Project is a transformative $4.6 billion infrastructure initiative led by SR400 Constructors, a 50/50 joint venture between Flatiron Dragados and ACCIONA. Commissioned by the Georgia Department of Transportation (GDOT) and Georgia State Road Tollway Authority (SRTA), the project will add two 16-mile express lanes from Sandy Springs MARTA Station (Exit 5) to McFarland (Exit 12), enhancing mobility along one of Georgia’s busiest corridors. With a peak workforce of over 500, the project also includes dedicated bus rapid transit stations and key bridge refurbishments. Construction is set to begin in late 2025, with substantial completion anticipated in 2031.

The Materials Control Manager is responsible for overseeing material submittals, receiving, tracking, and verifying materials used in construction projects. The manager ensures compliance with quality control standards, supervises sampling and testing, and maintains detailed logs of certifications, inspections, and test results. They play a crucial role in identifying and addressing nonconformance issues, coordinating resources for off-site inspections, and mitigating risks through timely reporting. Strong technical expertise, organizational abilities, problem-solving skills, and leadership are essential to effectively manage daily operations and ensure quality materials support construction progress. This includes the preparation of the required supporting documentation for material’s approval and tracking of the corresponding submittals, managing off-site inspections/testing for material approval, verifying material certifications, and supporting the construction and QA teams with timely test results and documentation updates in the EDMS

Job Description

  • Oversee material submittals and review and maintain the Material Submittal Log, verifying all materials align with approved specifications and project needs. 

  • Receive materials collaborating with superintendents and field engineers to track and verify material status using for example receiving logs. Ensuring consistency between the quantities recorded, material status, and associated project records, and IQF/ICQA documentation to facilitate the monthly progress certification—especially for items listed in Appendix E of the GDOT Construction Quality Assurance Program

  • Maintain communication with field engineers and superintendents regarding upcoming materials testing and inspection timelines aligned with 2-week lookahead schedules. 

  • Verify consistency in material quantities received and tracked. 

  • Reject or quarantine non-approved materials until further decisions are made. 

  • Supervise and provide guidance on material sampling and testing. 

  • Schedule, supervise, and document sampling and testing at Site and off-site facilities in coordination with subcontractors and off-site inspectors. 

  • Provide immediate support on nonconformance issues related to materials, documenting and assisting with resolution and risk mitigation strategies. 

  • Ensure all materials testing is completed by qualified and certified personnel using calibrated equipment; maintain a current log of certifications in the EDMS

  • Coordinate with QC teams to deploy necessary resources. 

  • Monitor inspection and testing schedules in off-site facilities. 

  • Review and distribute test results to mitigate risks and avoid rework. 

  • Communicate with management, field staff, and clients regarding inspection and testing.
