Job Duties

The Office of Procurement Services (OPS), a business unit within the Department of General Services (DGS) is seeking a highly motivated Procurement Officer I. The position will assist staff and management in procurement of highly complex good, services, non-professional services, construction, and professional services for the continuous operations of the divisions and business units within DGS and other state agencies. This is an entry-level position. This position is responsible for supporting and assisting Management and co-workers in daily procurement functions such as purchasing transactions (small purchases), contract administration, receiving, issuing and acceptance of goods and services.

The successful applicant will be responsible for organizing and managing schedules, calendars, databases, taking meeting minutes in an active team environment, coordination of time-sensitive information, running and maintenance of reports, and maintaining confidential procurement files and data. The successful candidate must be motivated and highly detailed. Frequent contact with external and internal customers.

This position is eligible for a hybrid telework schedule (telework up to 2 days/week) after 6 months of satisfactory performance and upon completion of an approved telework agreement.

Minimum Qualifications

Basic knowledge and experience with procurement principles, practices, and methods of procurement.
Basic knowledge and experience of components of a contract.
Experience working with an e-procurement or electronic ordering systems.
Demonstrated ability to prepare and conduct oral presentations.
Ability to work both independently and as a team member. Work effectively with coworkers, vendors, agency representatives, senior agency management, the public, and other governmental entities in a positive and professional business-like manner.
Demonstrated ability to coordinate actions and activities between business staff, management, and vendors to successfully resolve contract disputes.
Demonstrated ability to be detailed-oriented, prioritize tasks, and take initiative.
Skilled in business English, math, writing and must be able to communicate efficiently both orally and in writing.
Efficient in MS Office software including Word, PowerPoint, and Excel.
Selected candidate will be required to obtain a VCO within one year of hire date.

Additional Considerations

Professional certification as a Virginia Contracting Associate (VCA), Virginia Contracting Officer (VCO), and/or a Certified Professional Public Buyer (CPPB).
Previous experience in state government.
Knowledge and experience with Small Purchase Charge Card (SPCC).
Knowledge of the Virginia Public Procurement Act (VPPA), DGS/DPS Agency Procurement and Surplus Property Manual, Virginia Information Technology Authority (VITA) IT Manual, Department of Accounts’ Commonwealth Accounting Policy, and Procedure Manual (CAPP) and Cardinal, Construction Professional Services Manual (CPSM).
