Program Overview:

RIVA Solutions is supporting the Department of Commerce (DOC) and U.S. Census Bureau through the CATTS contract, providing critical IT services that enable mission success across decennial census operations and digital modernization initiatives. This includes support for the Office of the Secretary and several bureaus, delivering scalable, secure, and innovative technologies that power data-driven decisions, economic development, cybersecurity protections, and equity-based digital services.

Position Overview:

RIVA Solutions is seeking a Principal Enterprise Architect to lead system design and integration across multiple complex programs supporting the U.S. Census Bureau. The ideal candidate brings deep experience in enterprise-level system-of-systems architecture, cloud integration, security, and digital modernization. This role is both strategic and technical, driving the architectural vision and providing thought leadership in a dynamic federal IT environment.

Core Responsibilities:

• Lead the design of overall system architecture based on business and mission requirements, ensuring integrated functionality and performance across platforms.
• Provide architecture support for large-scale, multi-system environments and data-driven ecosystems.
• Use advanced architectural modeling tools to visualize, document, and communicate system designs.
• Apply expert knowledge of cloud platforms (AWS, Azure, Google Cloud), server-side technologies, networking, and enterprise software systems.
• Design statistical systems and applications that handle sensitive or large-scale data operations, ensuring compliance with regulatory and policy standards.
• Apply strong knowledge of both Agile and Waterfall Software Development Life Cycle (SDLC) frameworks.
• Demonstrate strong technical writing, documentation, and verbal communication skills.
• Contribute to modernization efforts in environments undergoing transformation, including adoption of new IT processes and tools.
• Incorporate cybersecurity and data protection principles into architecture planning and solution design.
• Design and lead the integration of commercial cloud services and infrastructure into enterprise IT ecosystems.

Minimum Qualifications:

• Bachelor’s degree in computer science, engineering, or a related field
• Minimum of 7–10 years of experience in enterprise or systems architecture
• Demonstrated experience architecting solutions in federal IT environments
• Proficiency in at least one major cloud platform and architectural modeling tool
• Exceptional communication, leadership, and stakeholder engagement skills

Preferred Qualifications:

• Advanced certifications (e.g., AWS Certified Solutions Architect, TOGAF, Azure Solutions Architect Expert)
• Experience supporting U.S. Census Bureau, DOC, or other statistical/data-intensive federal agencies
• Familiarity with NIST, FedRAMP, FISMA, and other federal compliance frameworks

Salary:

$150,000 – $170,000 / year, commensurate with experience and qualifications
