Manage the Advanced Battle Management System (ABMS) Consortium contract to deliver systems engineering support and capability for the Department of the Air Force (DAF) to realize the DAF Battle Network and Joint All Domain Command and Control.

The role requires basic Program Manager skill, responsibilities and reporting in addition to a strong ability to collaborate with the customer, UARCs, FFRDCs, A&AS and other industry partners to ensure customer success.

A good understanding of Battle Management, Command & Control and Systems Engineering is critical. 

General Responsibilities

• Leader ensuring the adherence to program plans, schedules and budget.

• Establishes, implements and owns milestones, program plans, schedules and budgets for programs, leads strategic planning efforts for medium and/or complex programs, and oversees the appropriate use of all resources allocated to the program.

• Drives reviews and presentations of plans and progress reports, oversees the presentation of value-stream strategy, progress and results to ensure that goals are achieved.

• Drives and develops continuous improvement initiatives to optimize efficiency and quality.

• Identifies and handles program problems and spearheads solutions, such as allocation of resources or changing contractual specifications and participates in resolution development for escalated problems.

• Oversees the development of new business growth strategies.

• Directs/oversees responses to complex customer action items to ensure alignment with the customer program objectives.

• Oversees the negotiation of contracts and contractual changes, including coordinating preparation of proposals, business plans, proposal work statements, operational budgets, specifications, and financial conditions of contracts to ensure legal compliance and to protect the organization’s interests.

Additional Experience:

• Provide oversight and direction; identify and communicate cost, schedule and technical risks; and communicate issues outside the scope of the Consortium requiring cost, schedule, and/or technical relief.

• Identify growth opportunities to meet customer needs.

• Prepare and submit programmatic inputs for planning, scheduling, costing, and tracking of progress, opportunities, risks, and logistical and personnel resources.

• Ensure all Consortium members are able to collaborate, share responsibilities and work collectively as a team with fellow members to achieve common goal.

• Maintain open communications with the University Affiliated Research Centers (UARCs), Federally Funded Research and Development Centers (FFRDCs), Advisory and Assistance Services (A&AS), and Consortium peers and subcontractors as identified and required by the Government in order to facilitate comprehensive programmatic and technical interchanges.

• Prepare and submit programmatic and technical inputs to regular Consortium meetings (telecoms, Video Teleconference Centers (VTCs), technical interchange meetings (TIMs), working groups (WGs), and scrums) for the duration of the Period of Performance (PoP).

• Prepare and submit vendor specific financial CDRLs directly to the Government.

• Serves and connects stakeholder needs, standards and processes for Digital Engineering

• Establishes and maintains the Enterprise Architecture Model Repository

• Provides Mission Engineering support to Product Teams and Stakeholders for analysis.

• Provides Model-Based Systems Engineering tools and expertise for acquisition decision support.

• Supports federation of models with Enterprise Architecture for “System of Systems.”

• Identifies and matures capability roadmaps for solution refinement.

• Facilitates CCB process – Moving engineering decision-making into an enterprise model.

• Contributes to the development of Digital Engineering produced artifacts for acquisitions: Mission Analysis Results, Analysis of Alternatives, Acquisition Strategy Support, Description of Need, Gap Analysis, and Business Case Analysis

Required Skills and Experience:

• Must have a minimum of 12+ years' experience Program Management

• Typically requires a University Degree and minimum 12 years prior relevant experience or an Ad
