Job Summary

Under general supervision, supervises, participates and coordinates activities of workers engaged in construction, repair and maintenance of County roadways, bridges and related structures and equipment by performing the following duties.

All candidates conditionally offered transfer, promotion or initial hiring into a DOT/safety-sensitive position shall submit to testing for drugs and alcohol and test negative before performing any job functions that are safety-sensitive or require a CDL. External job applicants with a confirmed positive drug or alcohol test result shall be denied employment and shall be required to wait one year before applying for another position within Tulsa County.

ESSENTIAL JOB FUNCTIONS
• Supervise work crews and coordinate activities of workers engaged in construction, repair and maintenance of County roadways, bridges and right of ways.
• Operate or direct the operations of heavy construction equipment that includes motor patrol grader, gradual, bulldozer and all other heavy equipment.
• Informs foreman of repair needs or may make field repairs to equipment; may service such equipment.
• Perform or direct activities of workers engaged in spreading, rolling and tamping bituminous materials such as asphalt or other materials, to form surfaces of roadways or bridge construction.
• Oversee the need or replacement of road signs.
• Participate in or coordinate activities of workers engaged in excavating and grading right of ways for construction of projects such as highways, streets, ditches or bridges.
• Keep records of activities.
• May make recommendations regarding approval of vacation and sick leave.
• May have input on performance evaluation of crew.

REQUIRED SKILLS, KNOWLEDGE AND ABILITIES
Skill in operating heavy construction equipment safely; in conforming to construction standards and specifications; in calculating material for projects; and in supervising.

Knowledge of functions, operating methods, and care required for a wide variety of heavy and complex construction equipment; of street surfacing materials and paving processes; of hazards of heavy equipment operations; of traffic laws and regulations pertaining to equipment; of supervisory practices and procedures; of departmental policies and procedures; and of safety rules and equipment.

Ability to detect needed equipment repairs and make necessary adjustment; to understand and follow oral and written instructions; to train worker on equipment; to work independently; to keep records; to read blueprints and related materials; to read grade stakes; and the physical stamina necessary to perform heavy manual labor.

SUPERVISORY RESPONSIBILITIES
Directly supervises 3 to 10 employees in the Highway Maintenance. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Education equivalent to graduation from a standard four year high school supplemented by two year certificate from a technical school or Vo-Tech training and over three years of satisfactory full time paid employment in heavy construction work and demonstrated supervisory skills; or any equivalent combination of education or experience, substituting one year of satisfactory full time paid employment for one year of the required education with a maximum substitution of two years.

LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively to managers, the public, other departments or employees of organization.

MATHEMATICAL SKILLS
