About the role

Summary

The role of the Superintendent - Operations and Maintenance (Substation and Underground Transmission) is to ensure the proper maintenance and operation of the region’s generation, transmission, and auxiliary equipment in a safe and cost-effective manner, to safely deliver efficient and reliable power.


The Operations Superintendent is responsible for the safe, efficient, and economic operation of the region’s assets. Carries out the responsibilities in a manner that the assets maintain high availability through operational excellence. Ensures that all related NYPA assets associated with the Region are in full compliance with applicable NYPA and regulatory standards for safety and environmental protection.


The Maintenance Superintendent (Electrical, I&C, Technical Services, General, Mechanical, Transmission, Overhead and Underground Transmission, Substations) is responsible for ensuring the safe, efficient, and economic maintenance and repair of NYPA assets contained within the Region. Provides expertise to supervise, direct and help plan and execute preventive, corrective and construction activities in their Region.  Ensures that all department assets within the Region are in full compliance with applicable NYPA and regulatory maintenance standards. 


The Superintendent represents the Region on NYPA Standing Committees, which establishes minimum department standards.
 

Responsibilities

  • Manage and develop employees including performance management, salary administration, succession planning and workload balancing. Identify and recommend department staffing level requirements.
  • Support the implementation of the Bargaining Unit agreement, to ensure the availability of an effective workforce pursuant to the agreement. Work with First Line Supervisors and Labor to develop bargaining unit employees, administer discipline to correct behavior, handle Step B grievance meetings, etc.
  • Develop and prepare short- (1-2 yr), mid- (5-6 yr) and long- (10 yr) term plans that are included in the Regional Asset Management Plan. Direct and/or prepare records for submission of administrative, operating, maintenance, O&M and capital budgets, and other reports.
  • Conduct on-going risk analysis using key risk indicators and other risk identification methods considering both likelihood and impact of risks; develop formal risk response plans for risks above accepted risk appetite levels as prescribed in the Asset Management Risk Framework
  • Identify, prioritize, and initiate projects originating from the Regional Asset Management Plan (RAMP) that are strategic improvements to the Asset Management Plan, or that mitigate risks associated with current assets.
  • Through the Utility Operations Project Portfolio (UOPP) gated workflow process, evaluate project options for asset optimization giving due consideration to risks, costs and expected performance. Assist with developing business cases with cost/return analysis evaluating the benefits and risks of proposed solutions/additions.
  • Support development of the site capital and non-recurring O&M plan and participate in the UOPP process. Provide site support for execution of the plans, where applicable.
  • Provide leadership, motivation, and collaboration, critical for successful NYPA asset management.
  • Lead, manage and drive the use of digital systems (Maximo, APM, DataSplice, GADS) to their fullest extent.
  • Promote the goals and benefits of Asset Management, and develop "line of sight" awareness through training and other communications such as "Asset Savvy" channels (e.g., the quarterly magazine, digital signs, etc.)
  • Administer and enforce adherence to NYPA Asset Management policies and procedures with a focus on NYPA Configuration Management.
  • Enhance communication between departments within NYPA through building relationships with stakeholders.
  • Interface with WPO Energy Resource Management, WPO Engineering, Project Management and other departments outside Utility Operations.
  • Provide Senior Management with status of the operations/maintenance activities on a readily available basis, assessing work progress and recommending alternate plans.
  • Appropriately plan for contingencies during inclement weather, system/equipment incidents/emergencies.
  • Develop skills and pursue opportunities to fill in for Regional Manager.
