Senior Scrum Master (Top Secret)

ICF is seeking a Senior Scrum Master / Business Analyst to support a complex federal ServiceNow program with multiple workstreams and a fast-moving Agile delivery cadence. This role blends strong Scrum Master leadership with business analysis discipline, helping the team stay organized, remove blockers, shape requirements, and deliver high-quality increments across development, sustainment, migration, and release support activities.
The ideal candidate is an experienced servant leader who can guide Agile ceremonies, coach delivery teams, and keep work flowing while also partnering with stakeholders to define requirements, clarify priorities, and translate mission needs into actionable backlog items. This role requires someone who is equally comfortable at facilitating stand-ups and sprint ceremonies as they are documenting user stories, acceptance criteria, workflows, and process changes.
Job Location: Remote work is authorized. Must support US Eastern time zone working hours. Preference to candidates who live in the Washington DC metro area.

What You Will Do
Lead and facilitate Agile ceremonies including daily stand-ups, sprint planning, backlog refinement, reviews, and retrospectives
Coach delivery teams on Scrum practices, Agile discipline, and continuous improvement
Help estimate story complexity, identify dependencies, and support sprint commitment decisions
Partner with stakeholders and technical teams to gather, analyze, and document requirements
Translate business needs into epics, features, user stories, acceptance criteria, and supporting documentation
Support multiple workstreams by coordinating priorities, blockers, risks, and cross-team dependencies
Work closely with developers and testers to support release readiness, user acceptance testing, and defect triage
Support workflow updates, incident handling improvements, reporting needs, and access/control changes as requirements evolve
Assist with migration-related planning, data validation, and coordination of transition activities
Maintain backlog hygiene and ensure work items are clear, traceable, and aligned to delivery goals
Promote strong communication across business users, product leads, technical teams, and leadership
Support continuous integration, automated testing, and release governance practices where applicable
What You Must Have
Must be a U.S. Citizen and hold an active Top Secret clearance due to federal contract requirements
Bachelor’s degree in a relevant field
6+ years of experience in Agile delivery, Scrum Master leadership, business analysis, or a related role
