Job SummaryThe Senior Program Manager is responsible for the coordination and administration of the Housing and Health Opportunities (H2O), Hope and Shape Program (Permanent Supportive Housing & Workforce Development), and Pathways of Hope (Transitional Shelter). This role involves planning, organizing, staffing, leading, and overseeing program activities in alignment with the agency’s strategic plan, funding requirements, and regulatory standards. The Senior Program Manager will work collaboratively with internal teams, community partners, and members to enhance program outcomes and maintain a safe and supportive environment. Essential Duties & Responsibilities
  • Oversee program operations to ensure compliance with contract requirements, accreditation, licensing, and federal/state/local regulations.
  • Monitor direct costs and manage program budgets to ensure cost-effectiveness.
  • Review staff engagement reports, training compliance, and provide training on documentation accuracy and service coding.
  • Manage the hiring process, including recruitment, onboarding, training, and performance evaluations.
  • Provide ongoing staff development, scheduling, and performance oversight.
  • Ensure care plan/ISP requirements are met, including intakes, assessments, annual reviews, and discharges.
  • Serve as the primary point of contact for audits, inspections, and investigations.
  • Ensure timely completion and follow-up of Incident Reports in compliance with regulations.
  • Develop, implement, and refine program policies, procedures, and performance measurement strategies.
  • Collaborate with stakeholders, community service providers, and CoC leadership to enhance service quality.
  • Ensure compliance with Permanent Supportive Housing fidelity models.
  • Represent the program in care planning meetings and prepare required reports.
  • Oversee daily coordination of care between Copa staff, clinical teams, guardians, and advocates.
  • Provide on-call and rotational support, responding to service needs during evenings, weekends, and holidays as required.
  • Maintain accurate records in Homeless Management Information System (HMIS), electronic health records (EHR), and tracking systems.
  • Regularly analyze program data and identify service gaps to improve outcomes.
Minimum Qualifications
  • Bachelor’s degree in human services or a related field (equivalent experience may be considered).
  • Two (2) years of experience working with individuals with disabilities.
  • Minimum five (5) years of supervisory experience in a human services profession (e.g., psychology, social services, or family development).
  • Must obtain a Level 1 Fingerprint Clearance Card through the Arizona Department of Public Safety within eight (8) weeks of hire.
  • Must maintain a valid Arizona driver’s license and pass a motor vehicle screening for insurance purposes (required for client transportation).

  • Strong oral, written, and electronic communication skills.
  • Ability to develop and maintain productive working relationships with individuals served, staff, families, community agencies, and stakeholders.
  • Demonstrated self-motivation, honesty, dependability, and flexibility.
  • Ability to maintain confidentiality and adhere to HIPAA regulations.
  • Knowledge of behavioral sciences, social services, and evaluation methods for individuals served.
  • Understanding of program operations, licensing standards, and administrative regulations.
  • Ability to assess and enhance service delivery through data analysis and process improvement.
  • Strong organizational and leadership skills, with the ability to supervise diverse teams.
  • Must be able to work in a diverse, multi-cultural environment and be sensitive to varied socio-economic backgrounds.
  • Ability to drive company vehicles, including various sizes, for transportation needs.
  • Must be able to work independently with minimal supervision.
Work Environment & Physical Requirements
  • Ability to sit, stand, lift up to 50 lbs, and perform administrative tasks.
  • Frequent typing, pushing, and driving required.
  • 50% travel may be required for meetings and service coordination.
