The Agile Hardware Solutions (AHS) Department strives to develop, mature, & deploy advanced product development capabilities across the Raytheon Hardware Discipline Center, enabling the business to deliver high quality work products at competitive discriminating velocity & cost. AHS also partners heavily with the Configuration & Data Management functional disciplines to ensure the highest levels of velocity & efficiency through the product release life cycle, while ensuring the highest level of quality & rigor of the design to exceed customer requirements and satisfaction.

The Agile Hardware Solutions Department is seeking a Senior Principal Jurisdiction and Classification Engineer.   You will become a member of the Export/Import (EXIM) Engineering Team. This position is remote.

The JCA Center of Excellence (COE) is a collaboration between EXIM Engineering & Global Trade (GT) supporting the Warfighter by completing jurisdiction and classification assessments (JCAs) for hardware, technical information, and software/firmware (products) for company exports, reexports, & international transfers.

The Senior Principal Jurisdiction and Classification Engineer will report to the EXIM Engineering Team Lead and complete numerous complex & extremely challenging product export classifications in accordance with Raytheon policies/procedures based on the U.S. Government regulations (i.e., International Traffic in Arms Regulations (ITAR) & Export Administration Regulations (EAR)) while adhering to Raytheon’s values & principles.

What You Will Do

  • Be a key contributor to the EXIM Engineering Team by conducting numerous difficult & complex technical assessments (JCAs) related to export controls to ensure compliance with government regulations in accordance with Raytheon policy & guidelines.

  • Act as a Strategic Business Unit Point of Contact.

  • Work with the EXIM Engineering and GT teams to implement functional strategies as it relates to the operational excellence of EXIM Engineering and JC Conduct.

  • Significantly improve existing processes & practices as a recognized JCA Process Master.

  • Be a thought leader on U.S Export Controls - including policies, procedures, & classifications.

  • Communicate regularly with Executive Leadership regarding matters of significant importance related to the JCA domain.  Conduct briefings with Sr. Leaders within Engineering and adjacent disciplines.

  • Initiate & coordinate Technical Exchanges with Engineering/GT/Corp to solve complex topics & interpretations with the ITAR/EAR.

  • Work with minimal oversight from manager and assist with difficult & complex JCAs.

  • Support the GT organization by responding to JCA questions & information provided by USG agencies including Directorate of Defense Trade Controls, Defense Technology Security Administration, Bureau of Industry and Security.

  • Interface with other Engineering disciplines, non-technical disciplines, & suppliers to arrive at correct & compliant export classifications.

  • Contributes & develops goals for the team.

  • Manages bids, financial planning, resource planning, & Earned Value metrics.

  • Be present at all team meetings, program review (e.g., Jurisdiction Commodity and Classification Board), & teleconferences as required.

  • Work with other JCA COE teammates to enhance continuous learning, regulatory knowledge, & improved best practices within the JCA COE.

What You Will Learn

  • Complete all required trainings (e.g., JCA recertification, Ethics modules, and corporate trainings) on time each year.

Qualifications You Must Have  

  • Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics, and 10 years of prior relevant professional experience.

  • Minimum 7 years’ experience with JCAs, adhering to the Order of Review as outlined in the U.S. Government ITAR & EAR.
